Somewhat in relation to this, when tracking, assuming you roll high enough to identify the individual you're looking for (several times, and with the character within view), would you be able to recognize said person despite whatever disguises he or she may have used (you would of course also have to know the character you're looking for)?

You can never identify a specific individual via tracking.
