Use Magic Device requires a DC Check of 15 + spell level to successfully use a wand. If you do not succeed in your check, a charge is not expended. Some DM-only loot may not work this way.
I'm not sure this is working properly.
With a character with only a very small amount of UMD, Orison is able to use crafted cure minor wounds wand 100% of the time.
He is unable to even try to use crafted cure moderate wounds wands.
Has anyone else experienced this?

That link is incorrect
Wands and scrolls use a DC check. Items use a value table.

If I remember correctly, my first char on this server received a crafted cure minor wand as a gift. He was able to use it with no UMD at all. I always just assumed anyone could use one.

Rods are treated differently than wands in our UMD script. This can be adjusted, if it's desired.

I'd leave rods out for now. Maybe one day rods can be done properly. Shame they never were by bioware.

I'm not a noob to EfU, that's why I qualified my statement with "if I remember correctly" and "crafted cure minor wand." But, that being said, it was probably last April when this happened and my resin-soaked memory may be failing me! :oops:

I have reworked parts of our UMD script. However, I believe that it was functioning correctly for you. If you attempt to use UMD to cast a spell from an item that you know how to cast normally, you will automatically succeed. Since bards (I believe) can cast Cure Minor Wounds, you should always succeed when using those Cure Minor Wounds wands.
There was an issue with bards being able to always successfully use UMD to cast spells which they didn't know, which should be fixed in v843.
