Golden Star morningstar on the new ogre den quest

The new ogre den quest includes in the loot table, an item called a golden star, which is a morningstar which is lawful good only and gives a bonus 0 spell slot for paladin and cleric.  Interesting and flavorful item, but paladins have no level 0 spell slot, they have no cantrips.  Was this intended to be level 1 bonus spell slots, or bonus cantrip slot for clerics only?
