Assassin PRC and NPC presence

In Upper Sanctuary Non-Application Watchers are given the capability to properly enforce the laws of Sanctuary without DM presence even with NPCs around if their actions are "Legitimate arrests".

If a PC is gifted a PRC through application and judgement of the DM staff I think it would add an entirely new level of fear, conflict, and surprise if Assassin PRC came with the permissible attacking of PCs in NPC areas.

Most importantly though I feel this would add actual PRESTIGE to the PRC. Assassination has always been one of those things people never treated as that large of a deal with the PRC because any high level rogue, monk, wizard, or someone who just had enough potions could just as easily chug up, find someone outside of sanctuary or inside it with a DM, and stomp faces.

Adding this ability to the PRC would bring a level of fear/respect/understood concern that an elite and practiced hired killer would have if it existed in and around Dunwarren, the Wilds, or beyond.

Similar to the Watchers it could be handled quite literally with the simple case that if you abuse this your PC is retired.

I am inclined to agree that this would be a cool benefit for the class... I wonder whether it actually makes sense, though. Does being an assassin mean that the city guard is less likely to intervene and stop you? I don't think so. Probably, it would mean the opposite!

Another thought: I think if there is seriously an issue with DMs not responding to requests to supervise PvP, which I'm not sure there is, that's something that should be discussed and fixed in and of itself. I don't (personally) think implementing brand new exceptions to the PvP rules would be the way to fix that.

The troubling issue is less about NPCs deciding or not to interfering in an assassination and more about PvP rules being broken without immediate consequences/corrections when a DM is not supervising/refereeing.
