More seriously, I like some of these ideas, the more simple + a few skill points particularly.

However, I would REALLY like it to be far more simple and actually have the tattoo shop done so you can get your character normally tattooed, magical tattoos are less important in my eyes.

I've mentioned something similar on IRC, how I would like to see the tattoo shop let you adjust you characters appearance by adding/removing tattoos aswell as offering the DMs intended idea.
 
Maybe a script similar to the tailors script used, so you can add to a single bycep, or add tattoos to thighs (I hate having to "equip" thigh tattoos), change tattoo colours, or even have tattoos removed.
 
could be a very nice little feature that lets people customise characters that bit more and shouldn't take too much scripting, if you copy and modify the tailors scripts.
