Recruitment Papers Placeable In Frontier Branch

Ahoy there! Subject is rather self explanatory. I've tried to contact individual DMs and the like, and wasn't sure whether to put this in bug reports / suggestions or an OOC watcher post or whatever...but basically the other branches have a recruitment papers placeable, and the Frontier does not. I'm not 100% sure wether the NPC can recruit people, but it would make more sense to have it align with the other branches. Thanks!

It does seem odd that Adjutant doesn't have a way to pull recruitment papers like the other two officer ranks.

There are now recruitment papers in the Frontier Branch office (and a fancy new desk!)
