Summoning bell in the Watch house

Currently, the only way to summon a watcher is by making a report somewhere in Sanctuary, but this brings up a complication for people who are here to just speak to a watcher / inform them of their arrival at the house but not necessarily looking to report a crime. Can we get a bell like the Spellguard has in Serena Tower?

Perhaps implement it as a dialogue option with the secretary, if this is desirable and hasn't already been put in.

The description of the bell chain says Society and when you ring it there is no message in the combat log. I had a non-Watcher pull the chain also with me far away and it didn't work. Sorry Society folks if you were hearing a constant ringing instead!
