Yeah, the reward ramp for this quest turns out to be just a bit -too- random.
 
Saturday I played it with a new character, 4 discs, got a bunch of scrolls and a potion, one of which was a lvl 3 scroll.
 
Again yesterday, 5 discs, just one lvl 2 scroll, nothing else.

Agreed, reward is very random.  Just finished 8 discs(took about an hour).  So far, my best reward was given the first attempt, with 4 discs.
  Still a good way to kill some time when the server is near empty.

You cannot possibly fail this quest after beating the four disc version unless you're somehow prevented from completing, like if the server crashes. The reward pool may be (too) random, but rewards certainly aren't meant to scale according to the time it takes to complete the quest (except for the unique case Howland mentioned earlier, which is a pretty fair reward). It's basically just a drawn out delivery quest.
