Kobold and Goblin Rat Hand-Ins

I have just discovered that the Kobold Rat Meat "Depository" only takes rats from levels 2-4, but the Goblin Rat Meat "Depository" appears to have a 2-5 Level Limit.

Is this in some way intentional? The rewards from both are vaguely similar so I do not see a clear reason for the level difference.

My suggestion is in essence that the level caps should be the same, since I cannot find a reason why they shouldn't be! Whether they should both have 2-4 or 2-5 is up for discussion among the players and DMs, as I personally hold no preference for either one.
