I love cats

Does Haknar speak for the scribe of the sublime gardens or the legates with this proclamation? I've noticed this new law is absent on the Steele. Also I am pretty sure if someone is committing a murder in our well a law against using the hatches as an escape route isn't going to deter them. I also must add that my exile has been lifted and the main witness was recently exiled for high treason. I'd like to think that the official position of the scribes of the sublime gardens isn't that the Banda Rossa who continue to win your war are traitors to the well.

The Grates to the Tunnels are Sealed in the wake of the Banda treachery that claimed the life of our noble Vizier Nadiri Inanna Eilissere.  All tunnel grates within the Well plaza shall be illegal to use by anyone but uniformed Accorded, Government Staff, and Scribes of the Sublime Garden, save for one passage.

Those who seek legal entry to the tunnels must enter through the Office of Minor Nuisances after purchasing a Pin from Scribe Jina, Sub-Official of Minor Nuisances.

The Penalty for using a grate or entering the tunnels without the pin or previously mentioned exceptions shall be judgement for committing the crime of trespassing and unlicensed activity.  Within the tunnels, those guilty of evading questions about pins, or refusing a license search or reasonable Janissary command shall be judged for committing the minor crime of Unlawful Resistance.

Signage will be placed by the grates to remind the Well of this new Law.
