As requested I have included my first draft of what I have called the Labour Protection Act. The way I envisioned such a thing coming to pass given the extent of what you wish to achieve would be by introducing an act that includes many aspects under law, rather then including many individual laws. We can meet to discuss its contents at your leisure.

The Labour Protection Act applies to all who work within Ephia's Well and on behalf of a resident of Ephia's Well, conducting work under their direction inside or outside of Ephia's Well. This act is to ensure fair treatment of workers and to hold employers to account, to ensure a minimum level of protection is upheld. The following act(s) applies to work issued by an employer who resides within the well or who's employees work within the well. A labour director appointed by the Legates shall be in charge of auditing and ensuring that these act(s) are followed:

- No person(s) under the age of sixteen shall be permitted to work, with the exception that person(s) aged 14/15 may work with parental permission, one legates permission or the labour directors.
- Any person(s) aged 14-17 will work no more then 8 hours a day.
- No person(s) shall work more then 12 hours a day.
- Any person(s) working 8 hours or more a day is entitled to claim one 30 minute break
- Any person(s) working 3 hours or more are entitled to a 15 minute break and another 15 minute break for every three hours worked within a day
- All person(s) must receive a minimum wage of 4 dinars per hour, unless they are volunteering or providing charity by mutual agreement of employer and employee.
- Employer(s) must ensure safe working conditions for all employees, they will be held responsible under law for any injuries sustained during their work day at the discretion of the labour director in accordance with the level of injury. This does not apply to one off contracts such as "Board work".
- Projects that require more than ten employees for a period longer then four weeks require the approval of the labour director or in their absence a Legate.
 
Any breach of the acts listed under the Labour Protection Law are subject to penalties if broken as follows:

Under Age Employment
Minor - Unknowingly employing a minor - fines up to 500 dinars.
Serious - Knowingly emplying a minor - Fines upto 2500 dinars.
Capital - Knowing employing more then one minor for a period longer then two weeks - Fines over 2500 dinars and other capital punishments.

Failure to allow breaks for workers
Minor - First offence.  Fines upto 500 dinar per employee.
Serious - Second offence or more. Fines up to 1000 dinar per employee.

Underpaying Employees
Minor - First offence for one employee - Fine upto 500 dinars.
Serious - First offence for more then one employee - Fines upto 500 per employee.
Capital - Making one or more employees work without a wage - Capital punishment under slavery laws.

Undertaking Large Scale Projections without Approval
Serious: Fines upto 2500 dinars, halting of project until approved.

Employee Safety
Injuries sustained while working, must be brought before the Labour director, fines are limited to 2500 dinars at the discretion of the labour director based on the injury sustained. In the event of an employees death, the labour director will carry out an investigation and may bring charges of murder against the employer if they are deemed to have been grossly neglegant in their duties and brought to trial.

Over working Employees
Minor - Employee made to work over time on more than 3 occasions. Fines up to 500 dinar
Serious - A person(s) made to work over time on more then 3 occasions under the age of 18. Any person(s) made to work over time on three additional occasions after being charged with a minor offence. Fines upto 1000 per employee.
