To the Officers and Men of the Fourth Legion,

As I understand it yesterday either during or after the Assembly Scarab Phor was punished, apparently, by Legate Argent for something. I thought it was related to a man who threw fruit at us, but it seems it was aimed at him.

I did not see anything in Phor's actions during the Assembly that would warrant the punishment of locking him in the stockade. I believe it was an overreaction by my Co-Legate. It is this seat's belief that any punishment that would befall Phor for these alleged actions be disregarded. No crime was committed, to my understanding, and as such we would be punishing a man for unjust wrongs. I hope I do not have to phrase this any more clearly.

Further despite my advice, the Magistrate Dante or Legate Argent, have issued an order that one of your Scarabs, who was part of your conscription, is to be released from it. I suggested this ought be discussed with an officer of the Fourth, but the matters were taken into their hands, instead of remaining in yours.

Handle this affair as you deem fit.

Legate Marcellus Saenus
