Make Diagnose targetable or easier to use

I love Diagnose, but it is a little bit of a handful to use because you have to type in the person's name, and some people have some wild names.

Two ideas, both could be used:
1. Make /c diagnose prompt a target clicker, so you can just click on the person.
2. Add /c diagnose near to diagnose the nearest PC.
