Per the Chief Scribe's orders the Second Measure has been submitted to her. If she is unable to see you appraised, if you do not yet have access to the Palatial Archive, or otherwise simply inform me and I shall see the pertinent details your way.

A proposal to see 300 Dinar an hour (50 Allocated Labor Time Units of Wage) has been potentially freed up to slow the drain of coffers, and while it is not a full solution it should prevent catastrophe until the Dragon may return safely - per your request of not reducing to "Barbaric" tactics as proposed in the past by others. It will mostly require some negotiation with Lyrist Domergue, the good Hakem, the Palatial Architect, and Apothar Isaac Naught.

Most importantly though it shall not require Two-Legate Authorization.

After our meeting I shall begin the Third Measure to mitigate this crisis.
