Legates,

While the urgency to press for conscription is clear, there are some matters to clarify beyond our chaotic assembly. My proposal, above all else, was for the refugee that comes forth to the well seeking solace and haven in these times of warfare. Still, somehow you allowed the weeping astronomer to take their vices out on the voiced they so despise and added that part in.

Secondly, I insist it is still a mistake to force these conscripts into the accord rather than into a separate and fully identifiable branch of the Well itself. With that said, I shall put to writing what I believe should be put to law as we move forward:

"- Any refugee entering the Well shall be subject, if able, to be conscripted into the Militia of the Heron within three days of arrival, should they not already be taken into the ranks of the Nadiri, Scarab, Recluta, Acolyte, or Students of the Balladeers.

- From within this Militia of the Heron, the Warmaster or Commander may extract leading conscripts into their relative banners as required and needed, at any time.

- The Voiced of the Well, excluding the Baz'eel natives, Legates, prelates, and specified individuals by mutual agreement of the Legates shall join this Militia of the Heron as "Strategos", or whatever term you so desire in this rat nest.

- Alongside the roles of Commander, and Warmaster, we shall assign a Capo to oversee this flock of birds and send them pecking in the right direction. This overseer shall be given right to Conscript alongside the Warmaster and Commander, and right to proclaim betrayers and refusers to this wartime law.

Any conscript who refuses appropriate orders, flees duty, or conspires against the Well in any form shall be subject to death without trial"


I of course, volunteer myself to oversee this affair. I will need a few hundred pretty cloaks, perhaps even with a heron on the back. Let us clean up this mess we swiftly made at assembly and organize it properly!

This is well considered; and I'm glad to read it.  Warmaster Colmes is not far off your mark as well.  If my Co-Legate signs off, you may consider this our course made.
