I wish to seek your counsel on the proposed revision to the anti-cult law. We struggle with a revised wording that does not give special exemption to this religion or that, does not condemn the non-violent practice of benign foreign religion, and encompasses the dangerous and depraved occultist of this so-called Sacrament of Severence.

I assume you refer to what is currently Article 13 of the Penal Code, Illegal Worship and Practice.

If you wish it Revised to be more Encompasing, such could not be simpler, but it shall require certain vagueries that I am very aware the people of the well hiss and spit at like angered cats.

My proposal for a Revision would be thus:

Illegal Worship and Practice: A Person found to be hold membership with, practice the faith of, or act in the interests of any Faith, Cult, Sect or other Blasphemous or Heretical Group that can be reasonably deemed a threat to the safety and Security of Ephia's Well or it's Citizens (Including, but not Limited to; the Cult of the Wyrm, the House of Baharu, the Heresies of Pra'raj, The Sacrament of Severence, Etc), or Claim their faith or practice as a motivation for the same has committed Illegal Worship and Practice, Serious to Capital.
Serious: Self-Professed or Provable Membership, Practice or Aid, Willingly Renounced with Re-Baptism as part of the Sentence.
Capital: Active participation in Illegal or Subversive acts on Behalf of the faith or Practice, failure or Refusual to Legitimately Renounce the faith or Practice.

If you find this too wordy, the examples may be struck before it reaches the Stele, they are simply there to prevent irritating complaints.

Through this Revision, all faiths and Cults shall be judged under their own merits on whether they are currently considered to be a threat or not by the Sitting Magistrates or Legates on the case.
This makes it relatively futureproof, as any changes to considerations of faiths or groups shall be recognized by whoever is overseeing the case. Likewise, members of a non-threatening faith who use that faith as a reason for their illegal acts may also be charged.

The Addition of a Serious Charge, while of course a reflection of the Mother's mercy and Benevolence, is also a Pragmatic one. These cults can be Subversive, and we would wish to Avoid those decieved into such things believing that their death is Inevitable and therefore engaging in a Sunk Cost Falacy. With this, they might see fit to aid us and turn upon their heretical companions in exchange for Mercy and Re-Baptism to a true faith.

I felt it best to present this as a letter, as I have no doubt you are avoiding me over the Matter of the Invoice for your new In Tray. It is of course entirely your choice not to pay it, but it would be very unbecoming of the Legate of White to be using his Legal Immunities to avoid Serious Vandalism Charges, and rumours do spread.
Just something to consider while we are communicating on matters of the Penal Code.

The proposed law is agreeable to me in the draft you have presented.

Snide remarks aside, I am not avoiding you over the invoice. I will not pay it. Its destruction was not my doing although I do not wish to see citizens of the Well dragged out and put through a legal rigamarole over an in tray. Certainly you are no pauper, drawing both your wage as the DCS and your wage as a Magistrate.
