In my Professional Opinion, it would show a lack of Organization in the Bureaucratic Structure issuing the Permit. Opening up the Person or Organization to potential charges of Theft by Fraud, and damaging the reputation of stable and reliable conduct that all such bodies rely upon. Licences, Permits, and all other such Documentation are an implicit contract between two parties, and both should make sure they are fully aware of the terms before they walk away.

In my Non-Professional opinion, Do not send an Amateur to do a Scribe's Job.
