Marcellus,

The Fourth has caught the Throater and paid out his bounty. I authorize you to pay them out the bounty's cost to compensate them, and encourage you to do so. Seven-thousand and five-hundred dinar.

I believe it would be wise to begin laying the groundwork to hold a War Council to prepare for the coming operations in Banafsi, once we have developed a clear idea of what we wish to accomplish.

Lastly for this comminique, I should like to see the Stele changed to the Mother when the ceremonies of the Fourth have concluded. We fight a war against Pra'raj, there is nothing more vital now than the Mother's mercy.

Marcellus,

It is my belief that a wise use of state funds would be to further develop our infrastructure. I believe that building a paved road to the Caravansary and seeing it patrolled by Janissaries would represent a great boon to the Well and would be a gesture of good faith to our neighbours.

I believe as well that for any increases in property tax we undetake, charitable ventures should receive a partial refund of their payment, as they by nature do not earn capital. I gesture to endevours such as the Wheel House and Alcove in the Tablet.

It would also be prudent to remove the defunct Ministry of Trade and Labour from the Stele, and with your permission add my Prelate Khalid and Magistrate Lucrecia to it so that they might take a wage as Magistrate de Veend does.

Apologies for the repeated missives, but matters pile up.

The Scribes need more money. Deliver to them whatever sum you see fit, or instruct me to do so and I shall. I would like to put forth a standing order to authorize a sole Legate to fund the Scribes whenever they run out of money, to keep the government functional.

Additionally, regarding the Narwen Crisis: the Astronomers requests that she be taken up to the Tower to be experimented upon. Magistrate de Veend threatened her life before an audience and engaged in deplorable conduct in a delicate situation. I have worked out a compromise at the Krak. The Priory is taking guardianship of Narwen, to train and coach her in her abilities. This entails responsibility, and therefore Acolyte Selsi has agreed to legal liability if an incident related to Narwen's condition should damage the public. I hope that this is satisfactory to you.

 Do forgive if I send only a single letter in response, but I'd rather not bury your door in multiple letters.

 First, I agree. We can transfer the sum to the Janissaries through the Treasury.

 Second, I agree, a War Council is in order, though we may have to decide who do we wish to represent each of the Accords, not to cause too much chaos during such meetings. One speaker from each Accord (possibly more from the side of the Rose).

 Third, I have nothing against our Mother becoming our Patron once more, but, do we have a priestess who could perform the rites? On that note, you may wish to speak also with the Sergeant Radislav, as he may be one of the voices opposed to changing the City's Patron, but I may also be wrong.

 Fourth, I agree on the Infrastructure, but the Charity may be a problem. We cannot withdraw funds from the Treasury to hand them to others, independents. At least, I could not find a simple method of doing so. We have to explore our options in regards to that, not only to fund such projects, but also to help those who would help others.

 Fifth, I can show you how to manage the Ministries, it would be a worthwhile lesson, but I agree, some cleaning up is in order.

 Sixth, I shall grant the Scribes a five thousand dinari donation to their treasury.

 Seventh, We should discuss the matter of Narwen in private, not in letters. It's a sensitive matter.
