Magistrate Aubrey Domergue,

 I have received two worrying news regarding your recent pursuits. Allow me to begin with the one which will take longer to explain:

 While I understand your motivation to pursue charges against Magistrate Stern and Apothar Mevura, the laws, as they stand, would not allow you to charge them successfully, without causing a stir in the Court or in the City.

 The Charges would have to be as follows:

 Destruction, the use of the Meteorite was not an intentional attack on Ephia's Well. The fact it shattered the way it did points to accidental destruction, which only in theory could fall under Vandalism, were it not a very weak claim of such.

 Reckless Endangerment could fall as a charge, however there is specific wording in the Law that states: A person found guilty of recklessly bleeding or causing another to bleed upon the ground of the Citadel has committed Reckless Endangerment. In this case, at best, the charge would be Minor, as it was an Accidental form of endangerment, not intentional. Even then you would have to find people who were hurt directly by the shards.

 When it comes to Assault and Murder, neither could *truly* apply, because neither the Apothar nor Magistrate intentionally intended to Assault or Murder anybody, unless you could prove that they had a plan to do so, either through the shards falling or subsequent Plague that appeared.

 Lastly, Treason. "A person found guilty of energetically undermining or energetically attempting to undermine the government for any reason, thereby inviting anarchy and disorder, has committed Treason." You have to note the term "energetically". Wyrm Cultists, Orentid rebels and so forth can be seen as energetically attempting to undermine the government, by attacking both citizens, officials and even Legates, on a regular basis. The shards falling and subsequent plague were, once again, not intentionally directed at Ephia's Well. Further, neither the Apothar nor Magistrate were actively working toward undermining the Well's government, unless, once more, there is clear evidence of them doing that, but I doubt any such evidence would exist.

 Using our current resources would be wasteful to pursue this, and it is unlikely anything here would stick. That said, Reckless Endangerment could apply here, as it may have caused injury unintentionally, but this would only count as a Minor Crime (Accidental) rather than Serious (Intentional).

 Onto the second matter. I heard of the incident regarding the Janissaries and your fellow Students. On top of that, recent events surrounding the "Gentleman" and the murder of Gers. Even further, Wajeeb has approached me that when a Scarab was harassing a man who only *spoke* of wanting to one day sell Wands (he was unlicensed, so the Scarab imagined this was a sound idea) the Scarab then directed his ire at Wajeeb, who was forced to "pay Two Wajeebs" (apparently, blur potions) as a form of bribe. This happened despite a higher ranking officer being present.

 While I understand your lack of love for the Fourth Legion, as Magistrates we ought to compile a case log of abuse and incompetence, and present it to their superiors. I detest the idea that the Sultan's own Legion would turn into a band of mindless thugs and we must fix this, promptly. The Janissaries are the primary Garrison and Guard of the Well, and releasing the Banda Rossa to take their place would end in complete and utter disaster, while the Balladeers are too few to handle all of the Janissary responsibilities. I would however request that you do not run off and do this on your own, as any such action should be discussed and planned.

 We cannot simply remove them, or swap them out, so our primary recourse is fixing them, to the best of our abilities.

 An addendum to what I previously said, regarding the prosecution of Magistrate Stern and Apothar Mevura, normally if there is a Minor Crime it would not be handled in a Court, but instead handled by a Janissary. It would further diminish the judgment or trial, if it were managed in such an official manner.
