For what sum of charitable donation would you re-legalise (and not re-re-illegalise!) Bashmu worship?

We are angering a Spoke of the Wheel. He is going to be furious and eat all the refugees!

Dear Snakecharmer Sadiki,


The open worship of the ninth spoke has been illegal in Baz'eel, for centuries.   What you ask is no small thing.  I will entertain a proposal, but it must come with something tangible.  A great deed performed by those worshippers in service of the Citadel, to show they are not simply seeking to murder our citizens and leaders, would be necessary.  A significant tithe  of 30,000 dinar would be asked as well, to salve those who would still have doubts in this time  where many worry of the state of our Well's coffers.

If you are part of an organized group of such worshippers,  you may distinguish yourselves in the coming war and this would be a significant step towards earning this exception to Baz'eel's law.  Present to me a roster of your fellows and a proposal, and perhaps something fruitful may come of this.
