Remove Brew / Craft Wand - Replace with tax influenced NPCs / appraise

I hate the whole process of buying potions from players. It's 99% some OOC thing with this weird stigma around certain price points, it is an annoying process to wait for resting or using yet another item taking up space, or whatever else.

Instead, I'd like to suggest the following:

There are NPCs with whatever fitting title you desire who have their little "labs" for the RP aspect. Your PC works with them to brew these vials from an RP standpoint (it's just a merchant, they can be added in the common places and the outcast ones too)

Their prices are set at a base of something not stupid but very close to the "normal" price of current things. Let's call the unadjusted  level around 90gp level 2s, 200 gp level 3s.

With appraise (just like now) the prices are reduced by some amount that matches the current system, allowing merchants to buy and sell these things without any impact to ability of players creating economy.  Thus, your merchant / Wizard / whatever with Appraise can buy them cheaper, and sell them higher.

The must important aspect, however, is that the Legates could raise or lower the taxable rates on these things. Maybe this adds more to the allotment if it is higher, or whatever other effects, but it's overall another cool aspect of the political scene Legates could control (and merchants could stockpile ahead of time with insider trading / bribes). In the end, it's more interactive, can lead to actual conflict or purpose, and seems to fit the feeling the chapter more than the outdated and weird system that exists now.

This is cool. I like this a lot. I do think though that if this is implemented there should be some alternative for non-Hub PCs out there somewhere too.
