Let Scribes assign names to Licenses

Archeology Licenses given out by Maddicus have the owner's name on them, but no other Licenses do.

Would it be possible to give scribes the ability to add/change the name on a License? Means people can't pass and transfer them around without seeking out a scribe to sort out the paperwork for them.

Oh, and Dates. Setting the date of when a License was issued is also important. For potential future reasons.
