As Maribeh is upon us the time has come for Mandate considerations, to set the tone of what is to come for the Maribeh Allotment. Previously such was shared with Apothar Azimi but as she has taken to sabbatical you sit as Ranking while Vergal and Azim out on their expeditionary forces. Where as previously this Mandate was discussed in person given the gravity of the situation it was deemed prudent that there was documented record. Per tradition as Sol Auk speaks a Scribe is translating his dictations for your discretionary considerations. To borrow the cadence of the Janissaries:

Sol Auk is tired of Misfortune brought upon us, It is time we Throw Ash. This will be done fourfold with notion of a Research Grant.

An allotment of 33,000 dinar was delivered by Nadiri Tallariel for varied research project and undertaking promised at Assembly. Varied projects, pursuits, and more promised.

Thus far there has been seemingly little headway on matters so for Maribeh comes a new direction.

Research Grant shall be bestowed upon the Astronomers of Q'tolip to begin at length adapting theory, consideration, and possibility of a Project.

This Project shall be issued by the Ephian Government and satisfactory headway will result in satisfactory Allotment.

So too is this displayed in magical principle but as well in the day to day matters of political discourse, the undertakings of actions large and small, and ultimately the pursuit of any endeavor. It brings with it with or without intention variation and consideration.

To this end Sol Auk has spent much time since the Great Ash Blizzard considering the Nasaru. The Minarets raised, the use of the Baublium, the Adventurer-Colloquialified "Shade Juice", and other similar considerations. It has been proven not only in theory but in practice that there is magical efforts at work in which the Nasaru provides its protections. That the Shade itself is able to showcase a modification on the natural and unnatural forces at play as the Disc's decay brings increased Ashen activity.

As the Sultan's fair Colony takes to thriving there has been increased pressure from the Free Cities in nearly every way, shape, and form upon Ephia. Demands from Alkab for the trade of Water and Grain sits as one of the most egregious, but so too have Ka'esh, Qadira-by-the-Sea, Banafsi, and even the influences of the Mezzizeni family of Il Modo. 

Qadira-by-the-sea was taken as Safe Haven of the Wyrm Cult and the wretch Itaji and the Janissary were unable to act without the possibility of open and direct war upon the settlement.

If Ephia is to grow as a true colonial power of Baz'eel and stand on its own as a City of Worth and Merit, increased consideration must be leveled upon the considerations of doing more, being more, and becoming more.

The consideration put forth is a means by which the malignancy we have now and since staved off may be altered and undertaken. No longer a force and threat to be feared and suffer under.

No, the opposite.

Sol Auk proposes as the Nasaru has proven we can prevent the Ash Storm's influence upon our City.

Comparable to other regions there was an influx of both apprentice and refugee alike who claimed heritage as past-master, losing portion of their spellbook in the Ring Fall or otherwise.

in the over seventy days that Sol Auk has dwelled among Ephia he has seen more magical talent come, go, and perish than in months and years upon the Carvan trails of the Great Ash Dessert, raising the consideration we sit upon the precipice of a sort of Renaissance, as so proven by the glut of Apprentice Nadiri of Q'tolip, but so too the rise of independent organizations such as the Alchemists Guild, not even counting those who have chosen to remain independent of nature.

To that end early on Sol Auk took to garnering the favor of many, from Azimi and more before the Astronomers were admitting individuals, or Zeighart and Starikova of whom Sol Auk shared no shortage of coffee and nearly hired he and had hired she for various works and undertakings.

It was one of those individual Maji who was first sought to discuss the possibilities of such magical theory, as it was known the Astronomers had a great deal of effort undertaken of their own projects, so it was hardly a matter in which new project could be offered. However the results brought with it some telling results.

During the arrival of the Sultan in the wake of the Great Ash Blizard, did the Geomancers take to Ritual in which the Ash itself was raised, twisted, and bent away from Ephia's many woes.

During the Ash Storm that is said to have claimed Quentin Scarbork, in the aftermath was seen a small cloud whipping and winding leaving a mark - no doubt of the foul Wyrm, but it lends to a notion of yet another means of manipulation

Layered these two notions atop the fact the Nasaru's efforts to turn away the storm through the use of minaret outpost, undertaken Baublium expenditures and likewise lend to the logical question mentioned in previous page.

If it can be turned away by Geomancer.

If it can be shifted by Wyrm.

If it can be rebuked by Astronomer.

Can so too the Astronomers shift the currents?[/hide]

In this instance it would sit plain that a redeployment of Astronomer efforts no longer for our protection, but so too for magical operations of offensive nature sit under the mandate held by the Ephian Government.

While these operations would not sit as some standing military effort it would lend to the notion of both Research and Development of Weapons of varied strength, potentcy, and nature.

Furthering such a line of thought, precedent is set by the Incarnabulum, by which an invention and device utilized by the Astronomers of Q'tolip in a semi-judicial capacity.

If the Astronomers of Q'tolip are able to develop and deploy an invention for capability in semi-capacity of the Janissarial judicial effort.

Why then would there be no permissive reason that they may develop and deploy an invention for capability in the semi-capacity of the Janissarial militaristic effort.

Research and development into a device by which Ash Storms could be rebuked as the Nasaru.

But the opposite - A device by which Ash Storms could be redirected, or mustered, upon deployment.

Designation of secured "Testing Sites" - cordoned and alloted regions of territory beyond the Well and within the Great Ash Desert in which Research may be undertaken with limited casualty to Ephia.

Designation of secured "Testing Protocols" - warnings similar to the impending ash storm, but so too that alarms may be issued of Astronomer Development Testing in progress and region to be avoided.

Designation of Project Management - Comparable to Zenithar Oro's works a chain of command on the project by which a Tower Chosen Apothar leads the operation, and Tallariel Galayn as Liason included to keep Sol Auk appraised.

Up to 2500 Dinar of Value may be taken in the name of Sol Auk from any individual possessing raw Archaeological resources.

Acquisition of Required Resources - Engineering Schematics may be requested as confiscated from the Sergeant Rennik Colmes of the Janissaries under Ephian Law of Legate Criminal Immunity, Subsection 2 of Serious Charges. Up to 2500 Dinar of Value may be taken in the name of Sol Auk from any individual possessing Engineering Schematics.

Consider Chairman Argus of the Gold League and Voiced Wajeeb of the Alchemists Guild may be sought at The Tower of Q'tolips Leisure to be brought forth as Engineers of both prowess and expertise to aid in the development of this Project.[/hide]

Full scale deployment of Astronomer undertaking as One Apothar is named as Primary, and One Apothar is named as Secondary, and lower ranking Nadiri are undertaken as assistant be they Apprentice or Masterless.

The other two Apothar may continue their expeditions and undertakings as pleased and desired, as after all this singular Project should not sit the entirety of the focus of the Astronomers of Q'tolip.

That the Astronomers of Q'tolip show concerted effort to produce desired results as mentioned in Mandate in introductory Missive. That in one form or another headway is made on this project by the time of the Maribeh Allotment.

That the Astronomers of Q'tolip are able to bring that headway in form of proven effort and testing in the coming weeks.

That the Astronomers of Q'tolip are able to secure actionable possibility of a deployable device capable of hindering, curtailing, or outright eliminating Enemy force.

That the Astronomers of Q'tolip are able to secure actionable possibility of a deployable device capable of Siege upon a threatening or hostile territory or Settlement.

That the Astronomers of Q'tolip are able to bend the Ash Storms no longer a threat, but an Asset to further Ephia's surivval and undertakings.[/hide]
