As the sun rose highest came odd sight. Candidate Sol Auk tossing about pouches of Dinar. Some walked by uncaring, others asked odd question. Over the next hour the process simply... continued. One bag, then another, and another. Eventually surrounding the inner ring of the Pilgrim's Plaza Fountain was dozens and dozens and dozens of small gold pouches.

3,000 dinar simply left glittering in the sun beneath the Plaza's stone and stoic features. And for an hour and a half did such remain as people came and went, some remaining to ask questions as it was announced a Speech and Contest to come. At one point a newly arrived refugee in orange face wrap and black jacket, asked if he could have dinar, but upon being told it was of other purpose, swiftly returned to business.

There was but one Janissary standing guard across the plaza. And so much gold. So very much gold. Just sitting there. Ripe for the taking.

...And yet no one did. Shortly after a last called made was speech given.

Gratitude one and each both for your patience and for your attendence.

Today we speak in earnest of the Gold League - its Tenants in our Office lay plain and clear. And sit as such-
The First. To aspire for Autonomy and the right to govern ourselves.
The second. To welcome, and uplift those with little of wealth but much in able contribution.
Thirdly. To seek out trade and riches from the desert beyond, and build ourselves at the Centre.
And fourth. To give a voice to those who earn it, through deed and contribution.

Many have asked why Sol Auk does not say anything of Policy beyond that the Assembly is for the Voiced to dictate.
The answer to such now made in simplest terms.
The autonomy and the right of the Voiced to govern themselves.
It is not Sol Auk's policy to make, but yours.

There was Voiceless Scribe Marcellus' dream made a reality. A Library for the public, and a Shrine of Izdu, carved and consecrated by the faithful of his fellows.
Through donations by himself, by Voiced Wajeeb, by Jamileh, Arterian the Scholar, and others.
Those with little of wealth but much in able contribution were able to find in Voiced Sol Auk a property, and in Voiced Wajeeb, donation and support.

To seek Trade? All have seen much of the Souk's growth,
and yesterday a grand display of Banafsi, Frostport, and the nearby Spring's Gift.

And lastly to give a Voice to those who earn it, through deed and Contribution.
Gold Champion Marriet the Madsword of the Cinquefoil Rose,
Raised to voice in both contest of arms and championship in the Great Arena, so many weeks ago.
Others since likewise have found in business, much success.

Fifth though, fifth lay a Tenant that Sol Auk believes many miss.
For it is not upon our board but it is in the heart of much of our effort-
Prosperity brings Peace. So many of White, of Purple, are quick to howl of Merizad and others who use our League for ill.
Yet for the last hour and a half, has 3,000 dinar sat here around this Fountain. Only one individual tried to take of a pouch but after he was told what the intent, he politely departed.
Can such be found in Qadira-by-the-Sea? In Ka'esh? Beyond? No.
This is why the Gold League sits so invested in Ephia. Here our businesses thrive, and in the stability brought by peace, much gained.

And then they were off -

Men, Women, members of varied Leagues, Voiced, Voiceless, all leaping and racing with gusto. Some Maji taking to speeds of retreat for alacrity, others claiming the Monkey Familiar Owain of Eagle's Mount tying the bootlaces of Voiced Wajeeb who flailed and fumbled. There was laughter, cheering, joy aplenty had as mad dash for the 15 dinar pouches, 1, 2, 3,000 dinar all raced for in glee.

Ultimately it was declared "All are Winner. Dinar now had for supplies, for rent on property, gifts for family, or contribution towards earning your Voice"

There was an attempt to bring raincloud upon the joy being had, by the White League's Balladeer Candidate.

But such easily drown out by more counting of dinar won, more shouts of cheer and thanks, and more discussion on what to do with the Dinar gained.

Wajeeb al-Sattar: I have attended many of your meetings and heard indeed your response often to specific issues is that you will let the voiced dictate the course of things, through presenting proposals and voting at assembly. Might I query how you plan to enable the voiced to better do so?
Wajeeb al-Sattar: Any legate can let others do what they would do naturally.
Wajeeb al-Sattar: What will you do as legate to improve the process by which we can enact these changes?
Sol Auk: Firstly would be as mentioned before - Easier schedule of Assembly. Thus far they have been dictated by times the treasury runs low of the Signatory Accords, or other events of emergency. When the Voiced know there is soon to be a chance for proposal, they may prepare.
Sol Auk: Sol Auk as Legate is far more available. He does not have the constraints that Voiced Lynneth does to serve the Rose, nor Voiced Sephidra does to her Torchbearers. He has sold his other businesses to focus on the Task of Legate.
Sol Auk: Any voiced who wish raise proposal would be encouraged to first speak among their League, that other Voiced of the White, Purple, and Gold take larger roles as elder statespersons.
Sol Auk: Working together on these to solidify, as Sol Auk and Argus and Ophelia once did on Magistrate proposal.

Sol Auk: Personally, Sol Auk believes that the Voiced at present is sufficient. 5,000 dinar or Officer among Signatory.
Sol Auk: However it is not a matter of Sol Auk's personal views. Yes. If a proposal brought by Assembly and it was dictated such was the path chosen-
Sol Auk: It would be enacted.
Sol Auk: Be it White, Purple, or Gold that leads such a charge.
Wajeeb al-Sattar: Just to unravel that, Sol would not dismiss any reasonable proposal without discussion of the voiced and a quorum.
Wajeeb al-Sattar: I believe you are saying.
Mari Blacke: [a dip of her head] I understand such proposals are yet being worked on within the League of Gold, yes.
Sol Auk: Quorum is not always required, but it would be weighed heavily and heard.
Sol Auk: Three Leagues, the Signatories, Assembly can grow chaotic as we have all seen. But no Proposal will not be thrown aside out of hand because Sol Auk disagrees.
Sol Auk: It is the Voiced who dictate policy. Not Legate.[/hide]

And with that did many depart the plaza wealthier.

Sol Auk's speech on the Tenants of the Gold, but also Voiced Autonomy, resonating well with most if not all present aside from political rival.

The image of 3,000 dinar glimmering in the sun around the Fountain, for over an hour and a half not taken by anyone, a lingering image though for certain.
