Dear Sergeant Colmes


I pointed out a lack of any clarity or sections of the penal code in regards to unlicensed activity. A scribe took it upon herself over the Bellows to insist that every act of unlicensed  activity was the equivalent of theft of said total  value of the license from the scribes. I thought such a notion was ridiculous and publicly confessed to having done alchemy unlicensed over 25 times. I wished to see if such idiocy would be brought before the courts. Most alchemical experiments produce absolutely nothing. She then brought this to the attention of the fourth legion and Aubrey issued a 200 Dinar bounty for any fourth legion that arrested me. I presented myself to the fourth legion barracks when summoned. Your soldier Amenya Graen insisted the scribes argument was the correct one and constituted a form of theft from the state. She however thought the idea of it being capital theft was not the case which made me further confused.  I was fined 500 dinar and she said she could have charged me with capital. She fined me the maximum a Jannisary could fine 500 Dinar.  Aubrey then went on to congratulate her and boasted over the bellows  of paying her a 200 dinar bounty.


I write to you to question the legality of the decision and appeal it. Theft quite clearly states stealing the effects of an individual. I fail to see how experiments that produced nothing constitute a form of theft. It also seems to assert the scribes of the Sublime garden have ownership of everyone if someone doing an activity producing nothing is a theft against them. On to archaeology without a license
this would mean any unlicensed archaeology is a form of theft. The argument of the scribe a pot shard being theft of 500 dinar? Theft is a bizarre choice of words and phrasing to enforce these licenses. I was under the impression the enforcement of licenses was a legal matter being resolved by the very fact the scribes attempted an unlicensed act.

Snorri, Alejandro, and Baracknar conducted are the sole survivors of an expedition into the mountains of Kulkland and acquired historical artifacts. Such is archaeology if neither of these 3 have licenses should they be charged?

There was a recent expedition involving a sailor guiding a group of fools Cosine included into an abandoned Sultan's treasure is that not an act of unlicensed archaeology to also be investigated?

You steal time, Nadiri. You're stealing it even now-- but luckily for you, unlucky for me-- there's no crime against stealing my time. The State isn't nearly so forgiving. The time you spend at these stations, even in your robes, can be held against you. You fail to produce anything of worth in your alchemical study is time that another licensed individual could have used to produce something of merit. You pay for the privilege.

Archaeology, from what I've been told, is the study of past life and their activities. If that was the purpose of this visit to Kulkund or abandoned Sultan's treasure, and the individuals you named are unlicensed, then yes, they would be fined.  As I understand it, such an inquiry would fall either to the Scribes or to your organization. Once a conclusion has been reached, the Fourth Legion would be happy to enforce that fine.

Don't waste my time further with more legal 'what if's.' Save it for an Advocate.
