[A plain parchment with a Cinquefoil seal arrives at the garrison of the Fourth Legion, addressed to Sergeant Rennik Colmes.]

Hziran 30, IY 7787

Sergeant Colmes,

I believe there is an opportunity to provide some unity among the factions of the Well, which is sorely needed after the disputes between particular members of the Cinquefoil Rose, the Astronomers, and your honored Legion. While I pray that the Accord is not truly threatened by the acts of individuals, it would do well to show unity before the Sultan, the Princesses, the people, and our enemies.

Acolyte Leiah, may she rest amid all the flowers of Bel-Ishun, had drafted and intended to propose at Assembly a bill that would create a fund to restore the Gate of Sand. Or, if not restore the Gate, rebuild it as a wall there so that none could attack us through (or over) its ruins.

It could be proposed that this fund be paid out of the sum of the allotment before any distributions take place. In any case, I should wish to discuss the feasibility of this with you, whether in person or by correspondence, and speak also on how the Cinquefoil and the Legion may cooperate in the defense of our Well.

All of this presumes that the Stele of Law shall be cleansed of its present abominable condition and that the Ninth-Spoke shall be culled from our Garden. As you know from our works afield, I am ever a servant of the Well in this.

Of the Sibylline Vine,

Acolyte Amelie

Acolyte,

It's best we discuss this in person. I had heard about this proposal from another Citizen, but there were some fundamental differences in the details. I have hope that there will come a time where we might all stand before the Stele again in assembly, and present this motion in full.
