Add +2 CL to spells cast IN a tavern

Not sure if it's possible to increase CL in areas, or desired, but might be cool to let PCs deploy their talents inside of taverns like those wandering NPCs? :)

Spellcasters can simply cast with the extended spell feat if they wish to sell spells like NPCs do
