Custom Spell: Command Undead

It's always struck me as strange that necromancers are exceptionally bad at fighting the undead (Unless they're a wizard and get to level 11 where they can cast destroy undead)

I suggest that a first or second level spell gets added to the custom spelllist that functions as charm person currently does but only affects creatures of the undead type. Allowing a PC to temporarily take control of the undead and command it to fight.

Hm.

So I like the idea in concept, but I think there does need to be some hashing out on how the spell would actually function.

For example: how would you distinguish this spell from Control Undead, a level 6/7 spell? - https://nwn.fandom.com/wiki/Control_undead

How would you suggest this spell is implimented in a suitably balanced way? - I assume undead under another persons command (Animated undead still bound to a PC and not released) would be immune, though I do like the consideration of being able to release unintelligent, animated undead and have another person bring them under their control afterwards.

Limit it only to largely unintelligent undead? (below 6 int? I dont know how consist the stats are for undead in game)
