The Band Played On

In speaking with other players on things that would help Lower PCs to be more viable, and add color and a bit of atmosphere there, stuff especially new PCs could use and do so that players would be more willing to roll up concepts for Lower a couple ideas came up. I figured I’d post them here.
   
   
  Salvage Buyers:
  Scrapper NPCs who buy parts from animatrons and other things found within the Machine, so that Lower PCs can delve into the Machine with a greater purpose.
   
  Map Quest:
  Rather like the Wyrm Watcher one in EfU:M where an NPC sends you to a certain area to map it. The NPC could be in the Cathedral of Ascension, since it fits the whole Seeker motif that’s present there.
   
  Random NPC Merchants:
  Similar to how Sis Liman used to be, where you’d have various merchants show up, different ones each reset. Of course these would have a EfU:R/Lower motif. Scrappers, Sewertown Folk, Causril Commune Traders, perhaps even wandering merchants from outside Dunwarren who decided to sell their unique wares in Lower from time to time.


   
  I’m sure there’s plenty of ideas that would work well, fit the setting, and make Lower a bit more appealing to roll up a concept for, especially since so far those newer PCs have been occasionally been subject to random beatings and the like just for being identified as Lower sympathizers. It’s chased a few away, and perhaps having some unique things will encourage players to stick it out, or not play alts a good portion of the time.

Patrol turf:

Similar to the druid patrol quests, perhaps Jiminy or one of the other gang members sends you to patrol the In-Between for bandits. Could make it solo, or limited quantity to keep it from being abused.

There are no less than four or five quests, hunting/gathering  which is unique to lower, and countless other avenues for experience in Lower.

I don't think the solution is more opportunities for quests, but rather as the settlement grows there will be more PC opportunity. All it takes is a few ambitious PCs in a faction or otherwise.

I agree- this is less about quests, and more about supporting and rewarding those ambitious PC's from making opportunities for stories to develop and conflicts to be created. To promote the growth of that community.

Also lower sanctuary is not meant to be a haven. There should be no reason traders would enter lower unless they are wishing to lose all their goods, and as rwg said it's good enough, a bit too good even.

Moonlighter

An 'adventurer merchant' with shovels, grapple guns and ropes and the like would be much appreciated, as far as I know you can't acquire those things without sending someone to Upper if you're a Lower PC with no Ring.
