So the concept is pretty much a proper Upper Sanctuary street gang. A very working class gang all about drugs,robbery racketeering and other sinister crimes. A backlash of the working class to to groups like the Collective and Covenant that have run them out and against a largely political and military elite that have ignored their plight. The idea is a band of Sanctuary's poor disgruntled with the way things are. The neighborhoods of the poor are largely flooded or swarmed by freaks. People have lost their homes in Lower. Many go hungry and the voices around Sanctuary seem to ignore the beaten, gassed disgruntled people that have fled the horrors of the surface only to endure the Hordes of the Underdark.

Concept ideas

1 Disgruntled residents of the vaults that got forced out.

2 Former residents of Lower that lost their home or gang turd to flooding.

3 Anti monster enthusiasts  that are sick and tired of the of monsters and thralls in the city  willing to join a gang to stop the problem.

4 Isolationists and former supporters of the Black Guild.

5 People so sick of overall disorder they see a gang as the only effective means of bringing any order.

6 Criminals, fencers,  slavers, drug dealers and overall scum.

7 Radical former residents of Lower that want to take the city back from the Drow and Ooze.

8 People desperate to fit in that want protection.

9 Rebels against the Spellguard that want nothing to do with Mindflayers, Drow or Ooze creeps.
