Quality Bard Tunic design flaw

'Lo. I don't believe a Quality Bard's Tunic purchased in the House of Trade at Seamstress Lucy npc should randomly lack pants and slap some tattoos on your legs.

No bug here, some items are just made for a specific gender (here, females) rather than the other, sometimes.

But I think any bard who wears them is a show stealer!
