There appears to be no way for Covenant PCs or Exiles in Lower to make a sending, I even tried the messenger boys. No dice.

Any chance of this happening? Or am I missing something?

Go to Upper Sanctuary and make a sending there. Or "Middle Sanctuary," if you prefer.

There is no intrinsic reason why the Covenant would be unable to enter the House of Governance or utilize other services of the city. All three major factions are welcome there under Mayor William Bresley. And all three factions are expected to compete for the hearts and minds of the city, by their NPC overseers.

If you are a drow or a living ball of protoplasm, you might be out of luck in that...

...but I hear there's a way to make those UNAUTHORIZED BROADCASTS somewhere in the nearby ruins...
