I think that these skills are important for any social PC and having them locked behind class walls limits the capabilities of each PC. A person should be able to invest in these social skills regardless. There is no sense to it besides the game is programmed with it in order to give some classes mechanical buffs for balancing in story mode. I say that if a person can invest in these skills they should be able to have the full effect.

The way that this would be implemented is that if a PC has skills in persuade, bluff, or intimidate that would have to spend extra points, they would be given +1 points added for each point.

Has been suggested before, but there's really no need for such a thing. This is one of the bonuses of being a Bard, Rogue or any other class that have these as a class skills. PCs may cross class these skills, invest in Charisma, take the EFUSS skills and may take a Skill Focus feat in one of these and DMs do pay attention to all of these.
