Question about the current state of "citizens"

Recently when I created a new character after a long absence I noticed there are no longer Rings of Sanctuary. I cant find any changes to the law and I am having a difficult time determining who is and who is not a citizen in the eyes of the law. Is there something I have missed that explains the current situation?

I think it's intended that way. To my knowledge, as it stands, everyone is a "Resident" and subject to Sanctuary's laws, but are not especially entitled as far as those laws are concerned. "Citizens" are the members of Final Sanctuary, and are typically Upper class and or wealthy, notable or otherwise reknowned individuals, and are treated as such by both the law and other residents / citizens.

Keep in mind, basically everything is subject to change depending upon the individual pc's views. For example, a resident may be treated equally to a citizen under the law, or ignored entirely, depending upon the pc. These actions have consequences, but to my understanding, that's how it works.

My very unofficial and disreputable opinion: The word "citizen" is whatever the players make of it. If you can get the PC Prefects and Agents to come to a consensus on what it means, then it means that. If you make the claim you're a "citizen", some governing PCs may respect it, and some may not. Claim you're a citizen by all means, but one PC may say you're full of shit, and another might say "good on you fellow citizen, we're both proud cogs".

By my understanding, after the advent of Final Sanctuary greater power was given to Prefects, Agents, and ranking W&W to dole out their own brands of law in middle Sanctuary. You can get away with whatever you can get away with. If the Watch doesn't like what you're doing they will arrest you. If it's deemed bad enough, you can be put in front of a tribunal. The tribunal will sentence you or not sentence you. You can claim you're a citizen and make a case. The tribunal members may laugh in your face, or they may respect your claim.

It should be all about who's in power, what their stance is and how much influence they have.

Letting a term like "citizen" be subject to interpretation is part of what makes EFU fun - it's a valid source of political drama.

Thats all I was looking for, last time the law book governed everything and only applied to people with rings. Now it all changed just wanted to make sure there wasnt some new law book I hadnt seen
