Re-enable teleporting across regions

Teleport (assuming also Whispering Wind) currently works only within one region. However, since the regions are very small, this makes the spell usability very limited. For example, to get from Sanctuary to Blue Mushroom, you need to teleport from In-between ruins to the Barbican (one region), then walk to Crossroad caves and teleport to Along the Scamander river (another region), then walk to the Dark Lake Shore and teleport to the Blue Mushroom (same map). I.e. three level 5 spells instead of a relatively short walk, such as through the tunnels.
   
  I suggest that it become possible again to teleport and whispering wind across regions, as it was possible before. Thanks.

I have never used teleport before, but it seems to me if anyone was interested in improving the quality of the spell there may be a (script-heavy) way.
Instead of dividing areas up into groups of regions, which will always somehow create odd cutoffs and lead to problems like eraa's example...

Allow teleport to jump a limited number of adjacent areas at a time, perhaps increasing by one each with spell foci?

Using this method, one could travel to the windy canyon and teleport from there to certain areas of the lowerdark, assuming waypoints had been set but the mage.
On the other hand, teleporting from the barbican to the lowerdark would not be possible. Etc.
I understand these areas simulate a much larger system of caves than is actually represented, for most purposes.
