Mad Berserker Perk, Does not add 'Two weap fighting' feat at level 5

I took the "Mad Berserker" perk (Its a barbarian perk) which is supposed to add the fest "Cleave" at level 1, and "Two Weapon Fighting" at Level 5.  Cleave is added fine, but Two weapon fighting does not appear in my character sheet despite my character having hit level 5, I have tried relogging to no avail- although I am still awaiting a reset to see if that fixes the problem.  (If it does I will remove this post)
