Fighter only interaction, Starag's Rest

The item he gave to me was one I couldn't use as a dwarf, as it's half elf/ human only. Seems pretty contrary to the dialogue he speaks. Bug, or feature?

Feature. I suppose I could make it so non-human/half-elves can't take the conversation, though, but at least you can trade it!
