Disable ranger movement bonus in heavy armor

Would make sense.

But then

Well I suppose their speed bonus is from knowing how to surmout difficult terrain/knowledge of the fastest route etc. so heavy/medium armor might not necessarily impede them.

I think it's supposed to be disabled in heavy already, so if it isn't this may just be a bug.

Also, my ranger moves at normal speed in the woods.  He wears full plate.  I think it is working right.

Barbs are raging lunatics who run really fast.
Rangers on the other hand are adept at finding a better path in the wilds than anyone else. Not moving faster than usual as much as being able to outpace others in that environment.  They also only get their bonus outside of town, but Barbs get theirs anywhere.
