The purpose of this book is to track important events as they happen near the Ziggurat. It is meant for research purposes and a means to compare events that are linked together, so that the student may learn something of it. My aim is to track our settlement back to the first arrival to these lands and the powering of the Mythallar, which has since called us to this place.

Alas for the author of this book. To record events is an ever present duty, as what was written now will be the past as it is read. I have elected to split the timeline, long as it was, into more manageable pieces and place it within this book.

Tarsakh 1375

Tarsahk 3rd

Zyphaem Faussad leaves Waterdeep upon the Bright Breeze, a ship under Captain Neena Fosswine's command, heading for the archipelago and Old Port. Captain Fosswine assures Zyphaem that they will get there in good time.

-- How long the journey took is yet to be determined --

Two days after arriving at Old Port, Zyphaem and his two companions secures transport to the island Ymph. Ratmouth Bellows transport them over to Ymph, piloting what is described as a leaky vessel. Fur traders lead them to the Gobsquat, but Zyphaem and his companions soon set up their camp at the upmost room of the Ziggurat. Zyphaem remarks in his published journal that he believes there has been humans on Ymph fifty years ago.

Mirtul 1375

Mirtul 26th

Lord Protector Bastian Vandermark establishes the rule of law. Authorized representatives of the Guard are to ensure the laws are kept from wall to wall within the ziggurat. The goblins of Gobsquat are considered protected and all actions made against them are considered treason against the settlement. The laws are as follows:

Quote from: "Code of Conduct"Theft will be punished by fines and restitution in lesser cases. Repeated offenders will recieve greater punishment at the discretion of the Lord Protector or his duly authorised agent.

Assault will be punished by fines and confinement in lesser cases. Repeated offenders will recieve greater punishment at the discretion of the Lord Protector or his duly authorised agent.

Murder will be punished by confinement or death, at the discretion of the Lord Protector or his duly authorised agent.

Treachery against the Common Good will be punished by confinement or death, at the discretion of the Lord Protector or his duly authorised agent.

Mirtul 26th - 28th

Captain Fransisco de Olid starts recruiting for his soldiers of fortune. The Brotherhood of the Glorious Sun starts looking for an abandoned temple to Amaunator. Posters are made about the establishment of a legitimate state, hinting on discontent to the government of Bastian Vandermark. The main lines of concern to be adressed are order for the society, defense, resources and private properties. Bastian Vandermark recruits for his Guards. Captain Vlauxin starts recruiting for his Misty Scale Mercenary Company. Kelaras seeks to discover the mysteries of the Ziggurat and members to the Ymph Exploratory Company, which appears to have some of the same goals as the Archaeological Society.

The Standing Military of Ymph is recruiting for volunteers to aid them against the threats that arise. Their concern lies in the protection of the settlement, so none need fear beast or undead. It is led by Lord Commander Ser Daeryn Baranoth of House Baranoth, and First Sword Falco Thrazkritz. The Standing Military claims expertise on dealing with the Nightrisers.

Radiant Sunlord Andros Lanceart proclaims safety to the newcomers of the Ziggurat and the Church of Amaunator is responsible for the administration of the laws.

Mirtul 28th

The Church of Amaunator declares Bastian Vandermark as the lawful and fit steward of the island of Ymph and its people. He is to be in this position until he is no longer able to carry out his duties or a more suitable person is found.

Mirtul 28th - Early Kythorn

Charner Brows calls for volunteers to contribute to the wellfare of the Ziggurat. Barricades, alert signals and resources are the main concerns. Foop recruits for a not completely secret club where the members will find new opportunities, new friends and earn themselves titles.

Steward Bastian Vandermark is slain by slavers in the wilderness and the Commander of the Standing Military of Ymph disappears. The Sunlord of Amaunator and the Church now presides the government. Falco Thrazkritz is accused of the two murders and the Amaunatori  is said to have sought to assault him within the Mythallar room. He leaves to the Gobsquat and places the Church in doubt because of their benefit of Bastian Vandermark's death, claiming they may be behind it.

Myra Torrens searches for a cure to lycanthropy.

Radiant Sunlord Lanceart is declared dead. The last of the Amaunatori is freed from bondage from Captain Francisco de Olid, who struck against their Churchmembers. Kazan Rhodes calls for a meeting to discuss the future of the settlement and the Defenders, the new guardsmen organisation, is led by Khazid Al-Hazaar. Commander Al-Hazaar calls to cease the efforts of capturing Fransico de Olid and instead asks to focus on forming a new government.

William Bell and his associate Tiril Keyquarry found the Archaeological Society on the Island of Ymph. William Bell's personal interest is the Ziggurat. However, he encourages interest in all fields of study.

Strider spreads leaflets to the druid Faceless about a circle of power found to the west of the Ziggurat.

The office of the Magistrate proclaims that new laws will come in the next days and they recruit investigators who will pursue criminal activity within the settlement. The posters are signed by Radiant Sunlord Andros Lanceart, the High Magistrate of Ymph. Locksmiths and Bankers are also sought.

Faceless the druid seeks to gather those who care for the nature to band together to ensure balance. J. Black seeks information about the Nightrisers and goes for the establishment of a group of undead hunters. Falco Thrazkritz is declared dead.

Henry Darkriver and Rolo Aseph are executed by Commander Al-Hazaar.

Kythorn 1375

Early Kythorn

Commander Al-Hazaar and the N-Ymphian Militia welcome the Stygian Armada. The Armada will provide armor, locks and other furnishing to the militia for low cost. The militia also starts recruiting.

A minotaur is said by Asdon Garlin to have been summoned by the Mythallar. It appears to be frightened of the new surroundings and flees into the forests outside the settlement. Asdon Garlin warns that it may seek to harm travellers.

Ferana N'letz seeks to establish a Guard organisation, claiming the Aumanatori will do nothing to form or lead the defenses and the militiamembers to be corrupt. She names herself the Commander of the Ymphian Guard. This is not seen well by Commander Al-Hazaar and he names them vigilantes and unlawful. Posters are made in this discussion before a meeting is planned between them.

Kingsman makes searches for a representative to speak for his interest in the developing society and the interest of his establishment.

Kazan Rhodes urges the settlement to move to the Docks area. He claims that the Ziggurat is no longer a safe haven and that craftsmen should begin to look at the new place. He also speaks of a minotaur problem, which should be related to the past event noted by Asdon Garlin.

Waverider Maskew makes a poster about Valkur's protection of the waters surrounding the Ziggurat. Trust in the Lord of the Waves will keep the people safe from the wrath of the Storm Lord and Bitch Queen. This protection does not include the posters, as Maskew adds a note to leave his declarations alone.

Jack Black seeks tutors to learn him the arcane ways of divining and enhancing ranged weaponry and warfare.

Brutus Levicus at the Kingsman's Inn offers the chance to earn fifty gold to any lithe buxom female of any race, except dwarf, gnome and half-orc; that shows up at the top of the Ziggurat naked. Ten witnesses are needed to confirm this.

Kythorn 3rd

Gaeseric and Gundahar, both petrified, are discovered high up in the Misty Mountains and reported by Myra Torrens.

Kythorn 6th

Arrival of the Stygian Armada.

Kythorn 7th

Arrival of the Fleet of the First Bolt.

Mid Kythorn

The Archaeological Society announces their search for numerical stones with a poster Kazan Rhodes publishes. Myra Torrens of the Society promises to tell the finders of such stones the purpose of them.

Captain Francisco de Olid continues to recruit for his soldiers of fortune, revealing himself to have earned a position within the Stygian Armada.

Radiant Sunlord Andros Lanceart, Chancellor of the new government, recruits for his Sunguards. By swearing fealty to the Church of the Eternal Sun, one earns free healing, free resting and a chance to play a part of the new government. He also allows the settlement to ask him questions about the new government and posts them up.

Quote from: "What laws are we being governed by and when will due process be instituted?"As soon as the Militia is capable of enforcing the law, the laws that have been drawn up will be made public. I impress upon all who wish to see law and order established here to pledge loyalty to the government and serve in the Militia. This is our primary focus at the moment, as laws are pointless unless you have the ability to enforce them.

As to the laws themselves, you can expect mostly common sense laws - laws against murder, thievery, kidnapping and the like. Nothing in the law book should be shocking.

At the same time, to supplement the Militia a branch of government known as the Ministry of the Magistrate is being established. I held this role previously before being named Chancellor, and with my ascension to my new office, after the death of the Steward, it has been left vacant.

The Magistrate shall judge individuals who have grievously broken the law with what is being termed, "High Crimes." These would constitute things such as murder, destruction of property, and to touch upon your final question this would include corruption. In the meantime the Militia is filling this role, but this is just temporary until the Magistrate is able to take over. As well, it should be noted, that the Militia will continue to oversee the punishment of minor crimes termed, "Petty Crimes." Those would include things such as minor thievery, street brawling and the like. Warnings and temporary arrests are what they will be able to issue, but the Magistrate will be able to review all of this and hold a trial should it be felt necessary, as there will also be a law that pertains to continually committing minor crimes. (For example, you've been caught multiple times stealing minor items and in at least two street brawls. The Magistrate could then order your arrest and have you stand trial for your excessive nuisance to society.)

Quote from: "When and how will new government officials be brought into office?"At the moment the government is divided up into the Chancellorship and four Ministries, led by a Minister who oversees a sector of the government on behalf of the Chancellor. They also serve as key advisors for the Chancellorship, and are appointed and removed by the Chancellor. New Ministries are created or done away with as needed.

The term you used was governmental "officials" which are more than simply the individual Ministers. I'd go on to expand that term to anyone who serves under the Ministers including members of the Militia. Thus, to accurately answer the question, new governmental officials are brought into office via the Ministries.

Quote from: "How will you deal with corruption in government offices?"As I touched on above, any corruption will be overseen either by the Chancellor or the Magistrate. Obviously, if I find corruption within my government I am going to deal with it directly, either by removing the offender or ordering an investigation. However, I do not have the ability to oversee everything done. Thus, one of the Ministries that exists is the Ministry of Intelligence. This Ministry is designed to collect information on both foreign and domestic threats, but are also charged with looking out for corruption by governmental officials. If evidence of corruption is uncovered it is forwarded to the Minister of the Magistrate and the Chancellor. The Magistrate, if they feel there is enough evidence of corruption, can then call to trial the accused or the Chancellor (especially if it's a Minister, and the corruption is horrendous) can remove them from their position in government outright.

He withdraws the offer to answer questions after this, proclaiming that he will instead focus on the emergency the government faced.

High Magistrate Rafael Castillo makes a proclaimation about what he percieves as the true nature of the Amaunatori. They claim finding scrolls to animate the dead within their temple and it was subsequently purged. The Amaunatori are hunted and they flee to the forests. The High Magistrate attempts to draw workers to him to create new laws, government, aquire knowledge of the natural resources surrounding the settlement and try getting information about Lanceart. Captain Francisco offers to brief curious citizens about the events.

These new events are followed with resistance. Posters are made declearing Kazan Rhodes to be assassinated and raised as a zombie by Captain Francisco de Olid. They urge citizens to support the Amaunatori against de Olid and Commander Al-Hazaar, declaring the law to be nothing else than their threats of murder, theft and enslavement to pirate lords. Sunlord Lanceart is nearly assassinated but flees to the forests. Davril Loyalar, Faithful of Amaunator, proclaims that the Church will not abandon the people to Francisco de Olid. Chancellor Lanceart strips Al-Hazaar of his command, and both the former commander and the captain are to be slain on sight. This is not received well with the Stygian Armada, and they warn that any such action against any of their men will lead to repercussions. Martial law is decleared by Lanceart, urging everyone to stand up against Hazaar and the Armada. He also claims either Hazaar or de Olid to be cyricists.

Al-Hazaar claims to have found necromantic items and possessions inside the Amaunatori temple after slaying its acolytes, calling into question the Brotherhood of Amaunator.

The dwarven clan the Golden Hammers are instructing dwarves to join them. Their aims are discovering more about the ziggurat, seeking a way home and establishing a home inside the ziggurat before a better one is found.

Foop of the order of Kingsman calls for hunters to form a group to hunt for meat and fur to cover the needs of the settlement.

A new charter is made by Chancellor Andros Lanceart.

6. Freedom to become a citizen, provided the qualifications are met.
7. Freedom from enslavement.

Quote from: "The new laws"The civil and just laws of this settlement fall under the purview of the Chancellor and the Ministry of the Magistrate. The laws are divided into two parts.

Petty Crimes: These are generally minor crimes that may be dealt with by a member of the militia on the spot. The punishment for these crimes may range from a warning to temporary imprisonment. All petty crimes must be documented and the documents given to the Magistrate for the record. Petty Crimes may become High Crimes if a member of the Magistrate feels it is necessary.

High Crimes: These are serious crimes that require a trial or a direct investigation by the Magistrate. The punishment for these crimes falls within the discretion of the Magistrate, but can normally range from fines, flogging, exile and even execution. In the event that a Magistrate cannot be found to oversee a trial the Chancellor or Steward may fill the role.

The Petty Crimes

Assault: Causing physical harm to another being under the protection of the law.

Assisting Criminals: Giving aid, comfort or trading with those who have been exiled or publicly declared criminals. This includes failing to report a crime to the magistrate.

Theft: Stealing or attempting to steal an item or currency that belongs to another, this includes robbery, piracy and failure to pay taxes or other fees.

Disobedience: Disobeying a lawful order by a member of the lawfully recognized government.

Endangerment: Endangering the settlement or its citizens through reckless or careless actions.

Illegal Worship: The worship of demons, devils and dark deities banned by the lawful government. The current banned list of deities include: Shar and Cyric.

The Study and Use of Necromancy: The study or use of negative energy, the animating of the undead, or serving intelligent undead; without the sanction of the government.

Monstrous Races: All humans, elves (excluding drow), dwarves, halflings, gnomes, half-orcs and half-elves shall be considered citizens of this settlement upon arrival. This does not include local natives. All other races shall be considered monstrous races, and are not protected under the law. They must apply for citizenship with the Magistrate. The sole exception to this law is the goblins of Gobsquat, who enjoy special protection. Registered Monstrous races shall be given proof of their registration, and then be considered citizens under the law.

Legal Bounties - Bounties are only legal if sanctioned by the Chancellor or the Magistrate. Private citizens may petition the Magistrates to post a bounty on their behalf, and may offer a reward on top of and in support of an existing bounty.

The High Crimes

Espionage: Illegally passing on sensitive information about the settlement, its citizens or its government to another authority or person. This includes illegally eavesdropping on civil officials within the government. This excludes the government's ability to collect information on potential or known domestic threats.

Sustained Criminal Behavior: A number of criminal offenses.

Murder: The direct or indirect slaying of a citizen or governmental official of the settlement. This does not include sanctioned bounties or the execution of criminals.

Sedition: Plotting, rebelling against or betraying the lawfully recognized government.

Sabotage: Plotting or actively destroying property without governmental approval.

Slavery: Attempting to sell or force a citizen or governmental official into bondage. This does not include forced work as criminal punishment.

Illegally Claiming Land: All land ownership is overseen by the Magistrate. Any claims to land anywhere on Ymph must be legally registered with the Magistrate and approved by the Chancellor.

The Arrows of Justice calls for citizens to stand up against the tyranny of Al-Hazaar and de Olid.

Ahmed Kaliwazah asks publically about the law of necromancy and calls others to reject it. Nothing is done about it in response.

Kythorn 15th

Otula Tauvivi and a group of adventurers experience a vision of Gaeseric and Gundahar being petrified, then of an Orc chief who acquired items that cure petrification. The two men are freed from their bondage and brought to the Ziggurat.

Kythorn 22nd

Nightrisers announce their intent to invade the Ziggurat to Galleous Albedos and others. They claim that they kill all living beings unless it is deserted within two weeks.

Kythorn 28th

Otula Tauvivi reports a recently unsealed shrine to the "Darkbringer" or "Rot God", found high in the mountains. Several orcs were present, along with seeds which were taken by the Druids. A translated text found within warns of deadly spores that are harmful to the "unfaithful".

-- An unknown length of time later --

Faceless and a gang of druids fights the forces of Olid at the south bridge, bringing with them the Rot Seeds. Olid takes these from the defeated druids. The path they take to Berimund later, if they are the same ones, is unknown.

Late Kythorn

The Arrows of Justice decleares Hazaar to be dead. Sam and Quinn Sanders, Rafael, O'Connor and Mach Ravencry are accused of belonging to his gang and are demanded to surrender themselves.

Faceless decleares his intent to travel down into the Underdark and bring people stuck below up into the sun, and asks for companions. Among those who sign to assist are Moonfang, Kim, Gaeseric the Unyielding and Crewman Razor. They are successful in bringing the Seekers and merchants from below up here, along with some citizens.

Sunlord Lanceart is accused of having comandeered Miller John's house for himself and trashed it in the process, saying it belonged to the government. Nikki made the accusation.

Galleous Albedos takes command of the milita.

A tournament of mages is held by Jawl Highwind.

Drudo Beser calls for materials to be brought to the Archaeological Society for him and the Golden Hammers to aid in building barricades to put to use against the Nightriser attack.

House Malatesta holds a market day to sell off their goods.

The Ymphian Collective Corps Union members release details regarding their group. Among the benefits to be had in this group are immunity to all non-union laws, guaranteed protection, trust, headquarters for sleeping, travels and vote inside the union. The initial fee to join is 200 gold coins, with 100 gold extra for the first month.

Galleous is accused of consorting with Umberlites and slavers.

The Fleet of the First Bolt offers its members as mercenaries for contracts to be had.

Algernor Rohan seeks help to man a force to assault the wild orc lair deep within the mountains. This lead possibly to the events written on Eleasis 28th.

Flamerule 1375

Early Flamerule

Davril Loyalar, last of the Amaunatori, pledges loyalty to the newly established government of Galleous Albedos. Militia Commander Orik Ironhammer is murdered. A free man tries to rally others to reject the newly established government, but most that reply show their support for it. Maer of the White Wolf informs fellow Tribesmen that a meeting is to be held at the druid circle, where they will share words. Others are welcomed to listen and learn, if they show respect for the Tribemen's ways.

Judge Hersilia Malatesta attempts to stabilize the milita after the death of Commander Orik Ironhammer with these changes:

Quote from: "Stabilization proposal"This large poster, with fine penmanship can be found nailed to a wall of the Kingsman's, next to the militia stronghold and on the wall of the Ziggurat's top tier,

Citizens of our burgeoning settlement,

It is no secret that our militia is in a state of disarray, greatly aggravated by the untimely demise of its commander, Orik Ironhammer. Along with a few other concerned citizens, I, in my capacity as a Judge have taken the liberty to offer suggestions to fill up the position. The manner in which these suggestions were made is as follows: Citizens were invited to gather at the Stronghold to discuss, and different proposals were considered, until a proposal to appoint three acting Commanders was accepted as the most suitable. These are the conditions of these suggested appointments:

  • The appointments were made as a suggestion of Judge Malatesta, in the presence of Sentinel Ko, who did not object to any suggested names and indeed offered his agreement.

  • Each of the acting commanders is now the ranking officer of the militia. They must work with one another well, and conduct a joint effort to structure a militia both capable and willing to defend our settlement and uphold our law.

  • The acting commanders are not officially commanders until this decision is ratified by acting executive Galleous Albedos. Should he object to any nomination, or indeed all of them, it is the hope of those involved in his process that he will make his objections known and the reasons for their existence.

  • For a duration that shall be up to the decision of the militia, all three acting commanders (commanders, after ratification by the acting executive) shall together (and with the appropriate input of their troops) decide upon a single one of their number to take up the mantle of Commander, the other two being made his Captains and direct subordinates.

It is my belief, as well as that of those gathered during this meeting that the acting executive shall not object to any of these suggestions. I also strongly believe that they are in the community's best interest, as the militia was until now, by recognition of its own members, lawless and rife with internal division.

It is also my hope that this will lead to a complete revamping of the militia, bringing about an organization that is comprised of more than solely volunteers; Regulars, up to the task of defending us and upholding our laws.

Following is a brief excerpt of each of the  statements offered by the nominees, presently acting commanders of the settlement's militia until ratification by the acting executive, or a veto:

Quote from: "Aurora Marshall"I shall strive to see the disunion in the militia done away with, to shape our force into a unit focused on the defense and enforcement of our laws. There shall be no more racial contingents and units based on religious affiliation. The militia shall be a single-minded unit, under a banner of defense of our citizens and the rule of law. I shall also put in place a system of martial warning, so that the militia can be mustered and the citizens take shelter, in the event of an attack.

Quote from: "Martin Farden"I shall strive to see that our troops are properly trained and equipped. The undead beleaguer our settlement, and appropriate training for each of our soldiers must be provided so that they are able to defend us from this threat. The Battlefather shall ride with us if we strive to shape our military into a suitable fighting force.

Quote from: "Caliand Tornincasa"It is my belief that what the people would require the most in any commander is trust. I hope to foster a great deal of trust between our militia and our citizens, and amongst the militia itself. I shall strive to know what goes on in the lives of my men, and to knit our forces tightly in a spirit of camaraderie and common trust.

These are all fine people, who I strongly endorse in my capacity as a judge and my condition as a citizen, to uphold our laws and defend our people. It is my belief that the people of our growing settlement shall not be disappointed if they stand by them.

Respectfully,

 ~ Hersilia of Malatesta, Judge

After the proclaimation, Fyoris states that he wishes to speak with all three of the acting Commanders, Senator Jawl Highwind proposes Fyoris as Commander of the Militia and Acting Executive Galleous Albedos informs that the milita will handle this and accepts all three as volunteers into the Militia. The issue is solved during a meeting and Commander Martin Farden takes command of the Militia.

An announcement of the Militia organisation members are made to show who is a member of the militia, the names Galleous Albedos: Executive Commander of the Nebedzzos Volunteer Militia,
Commander Martin Farden, Gurash Johnson, Insido Bill, Elphian Falconsight, Kogan Gleebash, Davril Loyalar, Brant Denson, Briago Torroot and Nikki standing upon the poster.

Galleous Albedos steps down as Executive of the government with this proclaimation:

Quote from: "Farewell adress"As many of you know, I named myself Executive because the situation demanded that someone step up as a leader. I do not seek power, I do not covet authority, I do not aim to gain riches at the benefit of the people here. I merely wished to see a militia organized, laws proposed, and a government that will serve the people installed.

I swore that when these things were done, I would step aside and declare my work done and better passed along to others who will guide this new nation into the future. Tonight, we shall meet as one community at the Kingsman to finalize all that I have built and to ammend it to serve the community for which I built it.

Let us not forget many who have died in pursuit of building this. Bastiaan Vandermark, Hrothgar, our first Senator of Defense, and Orik Ironhammer who all died only days after accepting their charges. Struck down by a cowardly assassins who still walk amongst you. This is the greatest loss of our nascent settlement. There are forces on this island who covet power by feigning disinterest in its accumulation. Al-Hassar was only the first tyrant to rise, and will not be the last.

In these three weeks that I have served you, I have blocked several attempts to gain power over this settlement. The most public was the trial of John Black, widely believed to be the Black Arrow. The Black Arrow in truth is was a group of vigilantes who rose against the tyrant Al-Hassar, and incurred the wrath of groups involved in the slave trade and the animation of our own dead as mindless servants. As Executive, I put myself between these forces and John Black to save his life and to send a message that this settlement will not bow down to any show of power. We are our own masters and our own sovereigns. We are a free people, brought here by the mysteries of the Ziggurat to build something found in no other nation on Toril. We must never forget, the ziggurat chose us, we are blessed by the Mists, we are not like those who merely crashed a ship into the shores. A divine providence lays before us!

Now is the moment of truth. When I step down in a few days and relinquish this great burden I've carried, grasping skeletal hands; undernourished by their own greed; will seek to take command of Nebedzzos or intimidate its rightful leaders into submission. Those who welcomed, if not administered, the deaths of Baastian Vandermark, Andros Lanceheart, Orik Ironhammer and Hrothgar of Tempus will unmask themselves and demand power as rightfully theirs or will slyly pull strings and manipulate puppets into places of power. They may honor my efforts, or they may condemn my memory-but it is each and everyone of you that they will betray.

Built into the bedrock of our new government are the two safeguards against tyranny which are the only lasting protection I can grant. The Sentinels are Nebedzzos' greatest strength, they must continue to function and the people must continue to hold faith in them, calling and recalling them from service when they are needed. The Sentinels alone hold the utmost authority to repel tyranny and declare "this shall not be" to those who seek to turn free men into slaves, or forbid our allies from . Finally, there are seven guarenteed rights which must not and can not be infringed. Should they be, the people have the right and the Sentinels to declare this government null and void.

Quote1) The right to own and possess weapons for self-defense.
2) The right to a public trial before the judges and guarantees against double jeopardy.
3) The right to speak openly and to assemble for any peaceful purpose.
4) The right to worship as they choose, provided they do not worship a demon or devil and they cause no harm to other faiths.
5) The right to use magic freely and openly.
6) The right to own property, provided the government issues a land deed for that land. Such deeds may be reclaimed by the executive in emergencies for any reason related to the safety or improvement of the settlement.
7) The right to appeal any decision or punishment delivered by the government to the Judges. The right to have any decision of the Judges brought to the attention of the Sentinels.

My efforts are not perfect. We need to ensure the right of all people, regardless of race, who come to the ziggurat in peace to exist here. Tonight, at the Kingsman, let all our spirits rise in search of those rights which are born natural to every soul gifted life and enumerate them that the government that follows will know it shall not tread here!

These rights and liberties have been, and must continue to be built into the charter that cements and holds firm the foundations of our society.

To ensure these rights I endorse Jharla Decker, Ko the Warrior-Scholar, Gaeseric the Unyielding, and Vassard Kingsman as the most trustworthy to hold power in our society. Each has refused my previous offers to name them as my successor or hold power, and therefore each is worthy to hold this power. Any of them will serve with dignity and honor as Sentinels as well.

Finally, our settlement must discover allies and friends on Nebedzzos and remain wary of foreigners who are not chosen by divine providence and the ziggurat, but whom merely sailed to Ymph seeking wealth and will sail back when it has been squeezed out of us.

The men of the Stygian Armada are powerful warriors, but their loyalty and their friendship belongs only to their own members, as it should with a warrior band--their interests can not be ours.

The Fleet of the First Bolt offers friendship, but with it will come an unending entanglement in their own internal political manuevering and zealous crusade--which we can not afford to fight.

The druids of Ymph threaten our hunters and disrespect our laws and our ways. We must treat them with respect for the aid they can grant us against spirits and nature, but they can never be believed to support our society or civilization.

Instead, our friends arise from our own community. The Ithilcuea patrol our borders and destroy the monsters that haunt our forests and mountains and the bogs. Already some whisper they are not a part of our nation, that they should be forbid-such whisperers will weaken us and cause us great harm.

Please remember these words. After the Kingsman meeting tonight, a new government shall be nominated by all of you. I shall warmly and with great pleasure relinquish all my authorities to whomsoever you choose to replace me as Executive. I wish you all the protection of the high gods.

Executive Commander Galleous Albedos

Francisco de Olid warns the Ziggurat that his toleration of meddling fools have ended, and that if someone should have trouble with any of his men it should be brought up with him. He also states that the Armada can offer much for the society of the Ziggurat.

Vassard Kingsman holds a meeting for all who wish to have a hand in the formalization of the city. Kingsman himself shall act as a chairman directing this political debate.

Jawl Highwind steps down as Senator of the Arcana, to avoid getting into politcal conflicts that members of the Society are urged to stay out of. She promises to remain intent to kill personally any who animate the unwilling dead, no matter what the laws say. Ilyra Iliathor tries to rally the society to reject Galleous Albedos' thoughts that all sentinent monsters who agree to obey the Ziggurat's laws should be allowed as citizens. Ko of the Bone searches for information regarding the Nightrisers, to better understand the enemy of the Ziggurat. Davril Loyalar calls for cooperation, not competition, for those seeking to establish a society. A meeting for the unrepresented of the Ziggurat is promised to be held, where the people may choose who to lead them in the coming time.

Flamerule 13th

Galleous Albedos announces his intent to finalize the Government through this poster:

Quote from: "Finalization of Government"When I stepped aside as Executive of the new government, it was because I had been promised by Vassard Kingsman and others that his meeting would formalize our government.

Sadly, Kingsman betrayed this promise and rather than aiding us in building a civilization--he did nothing more than introduce prominent citizens who share various visions for what the future should look like. This did nothing to ensure a stable government, it weakened the militia which lacked guidance, and it threw our provisional government into disarray.

It is with great humility that I announce my intention to hold a true meeting to formalize our government. I shall nominate officers and accept all nominations for positions. There, through open discussion we shall arrange ourselves.

I will serve as a chairman for the meeting, and nothing more. I will accept no nomination for any office or position, I will only share my views on who is best suited in order to build a government which will serve all our disparate needs.

Galleous Albedos

A proclaimation of the milita tells of a lizardfolk invasion just recently. The lizards were searching for some magical spores that were in the possession of Faceless, spores that would enable them to unleash a plague upon Ymph. Present in defense of the settlement were the militia, Martin Farden, Alyssara Nolten and Fyoris. The milita promises that the remaining Lizardfolk of the failed invasion would be hunted down and slain until none remained.

The former militia is declared disbanded, having been warned either to resign or be forcibly removed, and Hersilia Malatesta proposes a new government to replace the old. The new government will be established with an Alderman at the head, with the sole responsibility to overrule anything within the government. Three organizations will ensure the success of the society. The first of these is the Guard which takes care of militia matters, under the rule of the Commandant. The second is named the Chamber of Commerce which works with the budget, taxation and land deeds. The five merchants who have donate the most to the government will sit on the council of the Chamber of Commerce, with updates made to these positions each month. The third is the Court of Law, led by the adjudicator. Lewis of Sanctuary, Erasmus Ortred and Eumond Harunamos of Tyr are proposed to hold the seat of Alderman, Commandant and Adjudicator; respectively.

Flamerule 20th

A tournament is held at the Hanged Goblin, daring contestants to show their skills in the martial arts in front of members of the Armada. Whether it is the promise of future opportunities within the Armada for especially talented warriors, the rewards for the victorious participant or the chance to test their martial prowess, some decide to participate on this event. Gaeseric the Unyielding is said to have attended at the end of the tournament, where he challenged a few of the contestants before leaving.

Flamerule 22nd

Hersilia Malatesta is assassinated by the wild elf Rith. Galleous Albedos is accused of aiding the assassin and is led away by the Stygian Armada soldier Bruce Colt. The settlement receives new laws in a penal code:

Quote[SIZE="4"]
ZIGGURAT PENAL CODE[/SIZE][/U][/B]
Flamerule 23rd, 1375 DR

There is no limit to the jurisdiction of the penal code so long as the offender or the victim is a citizen of the city -determined by the holding of a Ziggurat Token- or a city organization. The Guard organization will enforce the penal code alone. All capital violations will go to a trial in which a representative of the Guard will prosecute the accused, who shall be defended by himself or another person of his choosing, and whose innocence or guilt, along with a punishment if applicable, will for the moment be decided by either Justiciar Eumond Hamuramos or Commandant Ortred.

[COLOR="Red"]Important Note: This basic penal code will not be a permanent reality, yet will suit the purpose now of bringing law and order to troubled streets. With the development of a government in time, this penal code will be updated organically. Qualified judges will preside over capital trials and more laws, and revisions of existing ones, will occur. Zeresan Ionustori reveals a vision he has had, and urges others to join his Disciples of the Banishing light. The recorded vision is as follows:

Quote from: "Ionustori's Vision"[SIZE="3"]Flamerule 13th, Year 153[/SIZE]

[SIZE="3"]Prophetic Vision of Zeresan Ionustori[/SIZE]

Taken from a deep slumber in the Kingsman, Zeresan remembers clearly the following vision...

He observes the peak of the Ziggurat, the Nightrisers as they ran freely, unafraid of the coming sun. Upon the docks he saw a scene of great and terrible battle. Legions of Nightrisers marched, cutting down those who stood in their way. Time passes, and yet the sun does not end the battle. His vision draws his gaze skywards where he sees the sun eclipsed. Back upon the docks he observes the futile attempts of the Ziggurat's inhabitants to stand against the great waves of Nightrisers. They call out in desperation for the sun's light, but still, in the sky remains that terrible eclipse. His vision carries him to the catacombs of the Ruined City. He observes a spark of light building up momentum as it speeds twoards the surface. The light grows and in a burst of fantastic brilliance it breaches the surface. Flying skywards, the light burns through the eclipse, revealing the sun once more, and shattering the binds of the Darkening Ritual. The sun once again lit the isle of Ymph, and the nightrisers were turned to dust in it's Banishing Lights. He then awakes, his hands shining brightly, before the glow subsides and he was once more alone in his room in the Kingsman.

Davril Loyalar experiences a vision which he makes this poster about:

Quote from: "Davril Loyalar"People of the ziggurat,

It is with great joy and excitment that I pen this strange occurance of events for the masses to see.

On the night of Eleasis 23th, I was venturing within the foothills putting down a number of the vicious nightmare bats that inhabit the island, the rain was beginning to pour torrentially but by the luck of Tymora I shortly came upon a cave. I then awaited a hour for two for the rain to cease falling.

It was during this wait that I had the strangest experience. The cave slowly filled with a mist, my limbs and mind were quickly exhausted and I slipped into unconsciousness

When I awoke, I was not upon the damp cave floor, but a warm bed being watched by a man. He smiled at me warmly and beckoned me to follow him. I exited the room and followed the man down a small corridor, somehow it was familar to me.

I exited through a large wooden door with ornate runes on to find my sight blinded by a burning golden light. I screamed and shielded my eyes, however the man showed his displeasure, forced my eyes open with his hand to witness the light, and said:-

"The tests of the Golden One are neigh, behold the glory of Amaunator for it is he who shall judge us all, criminal or faithful"

The lights intensity for a brief minute was lessened, and there we stood in the Shrine of Lord Amaunator, yet it was not broken, it was not neglected, yet it was thriving. Men stood in a silent vigil, clad in their golden vestments of faith. Men in the uniforms of the guard dragging a man before the statue of Lord Amaunator where a woman whose colours bore no resemblence to ether group.

I awoke back in the cave dazed and confused at first, but I then began to realize what occured. I quickly returned to the ziggurat to recollect my thoughts and now I pass them to you.

My friends, it was the mist of the islands that bestowed upon me this vision. It has shown me that my unwaiving faith in Lord Amaunator shall be the inspiration for others to take up his cause to ensure fair law is the norm in our fair settlement.

I will see the deeds that I have seen be done, the restoration completed, and his worship strong here. There will be those that will stand with me to see them through. Those that would listen to the words of Lord Amaunator and aid his lone worshipper within these ruins, seek me out.

Lord Alamander's Grand Tournament is held at the great arena in Old Port. There, citizens of the colony gather to either watch or partake in the shows, which opens with a grand melee where there's everyone against everyone. Alexander de Black, a burly and young man clad in dark armor, partakes in it alongside others of the colony. Mingo of the Guard is victorious. Afterwards, Alexander de Black challenges Colt in a duel to the death where he is victorious and thus executes Colt on the spot after the sentence is issued from the Count.

The tournament goes on with a battle between a small force of orcs against a sahuagin, Antoine of the Armada and Francisco de Olid of the same; where the orcs face their defeat.

Later on, the Count reveals that a duel of honor is to be held. Sir Malcolm Senuspur challenges a guardsman who he claims had carnal knowings of the Senuspur's daughter, who is now with child. Each of the participants of the duel are allowed a champion of the spectators to aid them, but first each explains their view on the issue. Senuspur claims the guardsman to be nothing but a brigand, a plunderer of maidens and in possession of a decieving silver tongue. His daughter, Annabelle, proclaimed as the Ruby of his house, now lies sick and appears to be on the brink of dying due to her distress. Governor Erasmus Ortred steps in to be the champion of his cause, although Fransisco de Olid also voices his support. The guardsman, who doesn't mention his name, claims that they both love each other and can offer nothing to his champion except a cause to fight for, and to prove Senuspur a liar. Drago Jather of the society is chosen as his champion, after the guardsman sees the desperate lack of volunteers for his aid. One reason to this is that the battle will be fought to the death. The fight is interrupted by Grand Larson of the Armada, who champions the guardsman's cause. They win, but spare both of their opponents lives. Erasmus Ortred demands death but this is denied him.

The final event of the tournament is the renaction of the Count's liberation of Old Port. Participants are split into two groups, the rebels and the Rubies. The history is as follows:

It is the Year 1363, by the Reckoning of the Dales. Seditionists, heretics and criminals, lead by the degenerate General Grimtear have murdered the old rulers. Storms and plague have beset the City, and many lie slain. The Mists of the Isle itself rose up in rage, and flooded the City. Mothers and children died upon the streets. Until the Count stepped in. The people rose, driving back the rebels wherever they found them. Yet the General and his conspirators remained alive and well, watching the City burn from the steps of the Palace of Princes. And yet their end was near, at the hands of the three Rubies. They were Vizu Nemari, Letharir of the Rock and Captain Alfonsim Cortez; and upon the steps of the Palace they fought the general and his men.

Like the history, the Rubies were successful in the renaction as well.

The tournament came to a quick end as the colonists were ordered to move quickly to the boats. Upon travelling there, they learn that Old Port has come under attack by orcs and rioters and with arrows striking at their boat they sail for Ymph with the scene of Old Port burning behind them. Governor Erasmus Ortred is hit by an arrow in the shoulder as he boards the boat. Citizens of the colony are ordered to present themselves to the Guard for registration as the colony prepares for an eventual assault from the orcs. Food are to be brought for rationing in the event of a siege. No words have been publically made of the current state of Old Port.

A few citizens who were out hunting orcs return to the ziggurat dragging a lone goblin to the top of the ziggurat. There, they proclaim it to be a spy for the orcs and people gather around them. The milita tries to establish order, but after several unfruitful questions and tired patience, a lone citizen takes it upon himself to kill the goblin; suffering grave wounds but managing to beat it. As corporal Byrdeye moves to arrest the man, the citizens start throwing stones at him and demand that he is released. The man is released and the gathering hail him as a hero for slaying the goblin spy. Talk of sending words to the Gobsquat to clear up any issues that may be had with them for doing this is made, but some of the citizens spoke their fear of the Gobsquat being affiliated with the orcs.

Scholar Adelia Tyrell is rescued by a party from the Archaeological Society.

Quote from: "Final Warning"This is a warning to every dissident, 'freedom fighter', anarchist and criminal in who plies their unwholesome cause in the Colony:

You are to leave.

As I instructed the crowd who gathered at my defeat of the would-be usurper Francisco de Olid, every person who is unwilling to show their loyalty to Lord Alemander and myself, every person who believes they could do better in my place, every person who questions my authority and every person who belittles what the leaders of this place have achieved in such a short time without having a single accomplishment to their own name may simply go.

Go elsewhere. Build your utopian society at another location. Spare us your childish idealism and your rebellious sentiments.

Any citizen who continues to enjoy the benefits of living in the Colony -safety, prosperity, order, justice and opportunities- must showcase their loyalty and obedience by comporting themselves within the bounds of the law and with the respect for your leaders that they deserve.

We need to demonstrate unity, order and discipline in the days to come, and thus do I warn all who remain within the Colony henceforth:

The time for disobedience is over.

The forces at Fort Senuspur suffer extreme casualitites, but are able to break the siege on them after hours of fighting. The numbers remaining are bleak, and rumours spread that Lord de Velen will soon retreat alongside his men as they are unable to keep up with the forces rallied against them. Governor Ortred, alongside men of the militia, Specialist Miller of the Stygian Armada and others, move into the woods for unknown reasons. The temple of Amaunator is used as a medical facility for the wounded of the many battles against the orcs.

A poster from Antoine Trenada, Commandant of the Stygian Armada, urge the Colony to stand strong until forces from Old Port arrive:

Quote from: "The Trenada Expedition"It is often said that the Dogs of War are without honour. That their promise is worthless, and their commitment to coin over duty is absolute. It is said that when a nation stands upon the precipice of annihilation, the soldier of fortune will stand idle whilst the innocent bleed. This is not so.

The Stygian Armada are sworn to protect the Colony, and once the oath of a Trenada is given, it will not be broken. It is doubtless that our number have seem distant, concerned with the struggles of the Count in foreign Old Port, and have forsaken their Provincial Wards to sad exile and death. It is unlikely the messenger birds dispatched shall pass through Orcish lines unscathed, more unlikely still that they shall arrive safely in the hands of friendly ears. Nevertheless, it is my intent to have it cried from the walls of this humble Colony: The Expedition marches.

Within ten days from this letter being dispatched, a force of five hundred of the most hardened soldiers within Old Port shall complete its march down the Isle, and arrive within the western marches to reinforce what beleaguered remnants of your military yet endure. Ten days, and then the greenskins shall be driven from us and the legacy of Ironjaw shall be laid to rest until the reckoning of man shall end.
