Move Guard Fortress Spawn Point downstairs to the barracks

Resting/Living in the fortress area is no longer "open" for anyone as I guess was the case when this spawn point was created. The Set Spawn Point object should be moved inside the guard locked guard quarters, and the spawn point to the barracks themselves, in-between the bunks. At least the first would be important as it feels strange that a non-guard would be able to set his spawn point in the fortress.
