Cloudwhisper

Not sure if this is meant to be intentional, but the old man NPC Cloudwhisper found on the Misty Mountains pass is sometimes there and can be spoken with. Other times, seemingly at random, he's nowhere to be found. Nothing to suggest that he's been killed, never seen any enemies in his little area. A random occurence, intentional or something else?
