Scavenging with Beetles

The quest has been impossible to complete across two resets now. There is debris is blocking you from going past a certain point.

There is no option to end quest unsuccessfully though, and it still gives end XP.

I thought this was intended?  Sometimes you can get to all/most of the area, sometimes not, with the main reward coming from collecting *spoilers*.
