This may be one gigantic coincidence, or a bug. Everyone I examine with examine mark has the same range of gold.

I can confirm this. After speaking with several other rogues, they seem to encounter the same problem. I always get the same amount I had on the first person after logging in.

Yes, been since the first day of this new ability. The value you get changes after reset at least, maybe it always shows the value of your first target or something. The information about whether someone is on detection mode or not seems to be accurate though.

Think I've learned that it is telling you how much gold you have.

So the problem is it is telling you, the examiner, the range of gold you have, instead of the target.
