Astronomy Quest Bug

The Functional Telescopes appear to give a quest, and won't let anyone higher than level 3 take it...even if you can take it at 3...

Might consider opening the quest a bit!

This is still an issue. I was level 4 today on the Observatory quest and it said I was too high level. I also have 10 ranks in astronomy.
