Without getting into spoilers, the one guy I seen that sells very minorly enchantented shurikens (for a reasonable price, I might add), is located in a place that you are not getting to without being exseptionally high level or witout having a small army with you (I had a 6th level druid that had a hard time getting to this merchant solo). Of course there are those that will say stealth or invis your way to him which would be nearly impossible without getting spotted at least once (my 6th level druid (Blackwolf) with a 30/25 hide & MS was spotted a couple times).
 
I do like the surikens he sells (for the price) and would have Amber buy them on a regular basis if I had the IG justification to be making the long trip (which I don't, Amber is a city slicker and not into traveling the wilds).

They are like -1 dmg slings, without the ability to hang onto a collection of slings with +1 AB vs X and load them up with your desired ammo.

even considering that, there's more useful, and situationally more damaging shurikens around anyways. i guess we can capitalize wrong to try to prove our points though

Shurikens are -cool- its a shame they are utterly useless. More cool shurikens, or even more acessible shrikens would not be a bad thing at all.

More flavour and style is good.

Entirely true. However they are in short supply as they only drop on newbie quests. Use them up, and you're out of ammo with no sensible way to buy more. As for Derf, well I thought that good old underlining or italics might not get the message across to him. Since capitalising is out of the question, I'll have to start using 10 foot high letters of fire. Anyone got some paraffin and wood?

Porkolt, there's not much time lost in toolsetting one sort of upgraded shuriken and selling them in a store at 1gp a stack.

For ease of avoiding spoilers, let's not argue about this until after finding where this vendor is. Although if it's the start area closet, be prepared to buy 1000 :P.

250 gold for 10 sleeping stars is not reasonable (if that's what ya'll are talking about). It doesn't matter what bonuses they have (and sleep is about the suckiest), only a fool would pay 25 gold per shot with a shuriken.

Actually... cerberus is right. Really, in order for the sleep effect to trigger one has to actually hit the targer, and the target has to fail the save, so imagine, you're going to use 10 sleeping stars before getting a single NPC to sleep, that's 250 gold for a single sleep use.
