It makes no IC sense, and it's not a very good idea to balance their power by their rarity: this only puts experienced players who know the quest OOC to an advantage, and either means repeated attempts at getting the same reward from the quest a second time or looking for a buyer. This is frustrating and not a particularly effective RP-stimulant. If you're not lucky or determined to get another, the reward is pointless.

Moreover, it's not more balanced to keep powerful rewards rare. To the contrary: if one thief in ten has a pair of these knuckles, he is much more "unbalanced" and "over-powered" than if five in ten had them. The norm determines what's over-powered, so the less of these are in use, the more over-powered they become.

I'd be happy to see them decreased in power if only they actually came in pairs as you would expect of knuckle-blades. Especially since there's no IC reason you couldn't wield just one if you didn't have another. Suspesion of disbelief is taken a bit too far here.

I have no idea what these weapons are, but Barehander's argumentation seems solid. But heck, please wait with removing these as quest rewards, I want a pair now as well!

Anyone can get them if they are lucky enough. You need two to be able to use them. They are rare. They are nice. Yes, they're useless until you get a pair but that means either you get rid of it or you try get another. If you really want them, that can be a goal in itself after acquiring one piece and can lead to many interesting situations and conflicts.

Myself, I'd not like to see them changed.

Its suspension of disbelief that a magic axe which gives you two free dual-wielding feats can only be used within a pair? Sorry dude but its a fantasy world full of magic. Just like some items can only be used by certain classes, these axes can only be used in pairs.

As for your assertion that it is a balance mistake to keep the most powerful items found on scripted quest drops rare, rather than common...well, not much else to say other than you are wrong.
