Reduce perception on the Gobsquat guards

I'm referring to the sewer entrance, shown here:



The guards see whatever monsters are on the other side of the door, and then attempt to enter combat. They will sit there like that indefinitely, and if you try to lead one of the monsters away, they will break chase and go back to combat stance with the guards after about thirty yards. Their friends will just ignore you half the time.

Since those guards never have to actually fight anything anyway, their perception should be reduced or their faction changed so that gateway doesn't get occasionally clogged up with monsters with broken AI.
