Gloom Walker :  Raise the H/MS bonus to +4/4 or modify the light sensitivity for surface races to not include blindness for its effects. Light sensitivity is a huge penalty for only a +2 bonus, giving -2 ab and penalties to saves whenever you're in the sun + a chance of blindness each turn. +2/2 hardly justifies light sensitivity the way it is now.

Light sensitivity is what it is! I don't think it should be changed for any race. The idea of being a gloom walker is that you hate sunlight and avoid it at all costs. -2 ab and saving throws will make you do this! (also you gain an additional -2 to all saves and ab when you fail the fort save! Fun!)

Relinquish

I feel the perks aren't meant to be that mechanically powerful, and some people I feel think otherwise, but they are little tidbits of differentiation and variation between your characters to make them feel more unique.

Yep. Because also tagging a Gloom Walker with Light at night would do them a whole lot of pain too. Even more than lighting up a stealther is normally a Screw You.IMO, keep it as it is but add that it gives you Low-Light Vision too, as that would make a lot of sense. Nobody's forcing you to take it, and it is meant to be a real "night person" or "Underdark refugee" perk. It is a total tribute to Night Person in Fallout :D. Low-Light vision or Darkvision would let you be comfortable in the darkness and add extra "Put out that damned light, it's blinding me" flavour.
