I'd like to also add that it is entirely reasonable for DMs to expect this to be enforced by players.

Specialist Kedrian: Attention Infantryman and Specialists. You are hereby ordered to confiscate the wares of any and all street vendors and merchants who have not paid the tax for their stall.

At which point Siarry will get arrested for either chopping the legs off a crap stall to move it to a good position, or chopping the legs off the PC who's hogging the good stall ;).

The problem isn't PCs not using the stalls. They do use the lower south facing stall. The problem is that all but one of the stalls are at inconvenient positions that'll cost you most of your profit.
