Starwood "Tangled Roots Quest"

I've never taken this quest, because the (I assume) quest giver in the Stargazer tree village won't talk to me.  I assume this is a bug because the quest said levels through 5, and even my lowbies cannot seem to get it.  If it's restricted to particular races or classes maybe this could be stated in the quest description.
